The mandate

An inaugural multi-venue festival now has separate contractor, operator and public-agency readiness plans with inconsistent opening dates, crowd assumptions, command channels and emergency dependencies. A simulation exposed locked egress routes, incomplete staff credentialing and transport capacity based on average rather than surge departure. The opening executive was removed after declaring the programme green despite unresolved life-safety interfaces. The interim becomes the single operating-readiness leader for the eight months ending after safe event close and structured demobilisation.

Mobilisation begins within two weeks. The first month creates an integrated readiness baseline across venues, public realm, transport, security, medical response, food operations, utilities, ticketing, accessibility and workforce. Months two through four close critical design-to-operation gaps and run increasing-load rehearsals. The final ninety days operate a daily readiness command, prove degraded scenarios and protect change control as production pressure rises. The term is deliberately fixed because the event operating company assumes normal authority after festival demobilisation.

Handover is achieved when the festival has closed without an unowned critical incident, temporary permissions and assets are reconciled, contractor obligations are evidenced, and the permanent district operations team can run the agreed command system. The hand-over package includes venue certificates, agency protocols, crowd models, readiness exceptions, shift and competence records, supplier closeout, incident learning and a thirty-day district stabilisation plan. Success is not a visually successful opening that leaves hidden safety debt or unpaid operational dependencies.

The interim may convene all operators, reject operational readiness for a venue, change event-day deployment, order rehearsals, hold production changes that break safe capacity and approve contingency spend within SAR20 million. Government authorities retain statutory decisions; qualified safety leaders retain professional determinations; the committee approves cancellation, material capacity reduction and spend above threshold. The interim cannot waive permits, instruct police, certify structures, alter artist contracts or substitute personal judgment for emergency-service command.

Long-term destination strategy, venue construction completion, talent booking, permanent organisation design and post-festival commercial programming are outside this mandate. The seat does not own statutory approvals, construction acceptance or public communications except within an authorised incident protocol. Its purpose is to convert disparate plans into executable operating readiness, expose what is not ready and make defensible opening recommendations under intense schedule and reputational pressure.

Why this seat is open

The first integrated rehearsal disproved the green status reported by the former opening team and revealed serious interface ambiguity. Contractors can complete their packages without proving that the district operates safely as one system. The oversight committee needs a leader with real event-command experience who can make evidence-based go, condition or stop recommendations before inaugural-day pressure becomes irreversible.

• Integrate venue, public-realm, transport, security, medical, utility and guest-service readiness into one evidence baseline.

• Establish event command, agency liaison, incident escalation, decision logging and shift-to-shift continuity protocols.
• Validate crowd arrival, dwell, dispersal and evacuation assumptions against transport, egress and staffing constraints.
• Control late production, sponsor and programming changes that alter capacity, accessibility or emergency dependencies.
• Lead live readiness reviews during festival operation and ensure defects become owned, timed corrective actions.
• Transfer certificates, exceptions, incident learning, supplier closeout and stabilisation responsibilities to district operations.

Candidate qualifications

• Has held senior operating command for a complex multi-venue opening, festival, tournament or city-scale event.
• Can evidence a go, conditional-open or stop recommendation made against commercial and political pressure.
• Understands crowd dynamics, transport interfaces, venue operations, security, medical response, accessibility and command systems.
• Has integrated public agencies and private operators without encroaching on statutory or professional authority.
• Can build progressive rehearsals from desktop scenarios through full-load tests and translate defects into closure evidence.
• Has managed post-event demobilisation and learning, not merely opening-day production or ceremonial readiness.

Non-negotiables

• Can mobilise to Riyadh within two weeks and remain onsite through festival close and demobilisation.
• Will not declare readiness while critical interfaces rely on undocumented assumptions or unavailable public capacity.
• Brings direct event-command accountability; programme-management support without live operational authority is insufficient.
• Will preserve statutory, safety and emergency-service decisions with the properly authorised institutions and professionals.
