A Washington emergency-connectivity alliance appoints a ten-month board challenger to test satellite-to-handset coverage, priority and handoff claims without carrying spectrum, network, emergency or executive authority.

The mandate

The board repeatedly asks whether direct-to-device satellite service will provide meaningful emergency continuity or simply a compelling coverage map whose handset, sky view, spectrum, battery and gateway assumptions fail during disasters. Satellite and terrestrial partners define availability differently, while public messaging rarely explains delayed delivery, limited message classes, roaming state or which network owns an attempted emergency contact.

The challenger will reserve three days monthly for committee preparation, partner evidence review and sessions with emergency-service representatives, plus five Washington meetings. A written challenge during a declared national connectivity event is due within one US business day. Network design, regulatory advocacy, incident command or procurement requires a separately authorised mandate.

The appointment lasts ten months from February 2027. At the eighth monthly cycle, executives must navigate an unseen terrestrial outage, device constraint and satellite-capacity conflict. A recorded board decision may renew the role once for up to three months around a specified launch or public-readiness gate; unused time expires and cannot become continuing network operations.

The challenger has no line authority, executive authority, spectrum right, satellite-command role, carrier-control permission, emergency-command mandate, procurement power or regulatory standing. Operators and public agencies retain their decisions. Advice cannot be represented as coverage assurance, emergency-service endorsement, spectrum approval or proof that a consumer handset will complete contact in a specific event.

Positions or interests involving satellite operators, mobile carriers, device makers, chipset vendors, emergency platforms, spectrum advisers or government contractors must be disclosed as conflicts. One unrelated communications board may continue with chair approval. Equity or contingent fees linked to subscriber adoption, spectrum outcome, launch or evaluated supplier are incompatible with this role.

Why the board wants this voice

Satellite engineers, carriers and public officials each understand one authority domain, but no director has operated the uncertain handoff among them during a real emergency. The missing voice can challenge coverage and priority claims through end-user reality without selling capacity, lobbying for spectrum or assuming command of public communications.

What you will own

  • Press directors to trace device capability, user request, terrestrial state, satellite visibility, access attempt, capacity decision, delivery and acknowledgement.
  • Test coverage claims against handset generation, antenna orientation, obstruction, weather, battery, roaming, gateway and emergency-message class.
  • Challenge priority policies when public safety, vulnerable users, ordinary subscribers and partner networks compete for scarce capacity.
  • Frame scenarios for terrestrial collapse, gateway isolation, delayed constellation pass, overloaded beam, unsupported device and ambiguous delivery.
  • Probe whether consumer messages distinguish attempted, queued, transmitted, received and actioned emergency communication.
  • Examine partner accountability for location use, retention, failed contact, accessibility, lawful access and post-event correction.
  • Coach directors to separate modelled geographic reach, technical access, completed delivery and public emergency response.

Candidate qualifications

  • Held senior satellite-mobile, emergency-network, roaming or public-safety communications authority across multi-operator services.
  • Governed device-to-satellite access, terrestrial handoff, delivery acknowledgement and constrained capacity during real outages or exercises.
  • Challenged coverage maps when handset, sky-view, spectrum, gateway or user-behaviour assumptions undermined practical availability.
  • Designed priority and failure communication without appropriating emergency-command, carrier-control or spectrum authority.
  • Presented launch, readiness and public-claim choices to boards, regulators, emergency agencies and network partners under scrutiny.
  • Managed conflicts across satellite, carrier, device, chipset and government interests while protecting sensitive network evidence.

Non-negotiables

  • Can attend all five Washington sessions and respond within one business day during a declared connectivity event.
  • Will disclose satellite, carrier, device, chipset, emergency-platform and government-contract interests before evidence access.
  • Accepts literal absence of line, executive, spectrum, network, satellite-command, emergency, procurement and regulatory authority.
  • Must evidence direct-to-device or comparable emergency-network failure; general space or telecom strategy is insufficient.
