An Icelandic aviation consortium commissions a four-month decision-platform architecture joining ash observations, forecasts and operator actions, with independently accepted continuity controls for fast-changing volcanic disruption.

The mandate

Volcanic observatories, meteorological forecasters, air-navigation services, airports and aircraft operators create different but related evidence during an eruption. Observed plume properties, modelled ash concentration, advisory products, airspace measures and operator risk decisions can change within minutes. After-action reviews still require manual assembly to explain what each accountable party knew when routes, departures and airport services changed.

The deliverable is a Volcanic-Ash Aviation Decision Platform Architecture covering observation, sample, model run, forecast polygon, uncertainty, advisory, operational constraint, aircraft susceptibility, operator assessment, flight decision and subsequent correction. It will include degraded-connectivity patterns and three reference journeys while explicitly preserving the legal and professional authority of every participating organisation.

Milestone one at week three provides eruption decision journeys, source-clock analysis and consequence-ranked evidence gaps. Week seven concludes milestone two with the federated event model, trust boundaries and continuity design. At week twelve, milestone three delivers reference threads and accelerated-eruption simulations. The accepted architecture, partner protocol, implementation sequence and rehearsal pack close milestone four at week seventeen.

Acceptance requires consortium teams to replay ten unseen flight and airport decisions against the observations, model versions and advisories available at effective time; a corrected forecast and loss of one data producer must propagate without erasing prior context; and Safety Assurance must reperform a sample. The accountable executive signs after a no-consultant eruption exercise.

The consortium will provide controlled observation streams, model and advisory histories, aeronautical notices, operator decision samples, airport restrictions, incident reviews, data agreements and access to named specialists. Client engineers build references and partners interpret their own standards. The engagement excludes volcanic forecasting, airspace control, aircraft dispatch, flight-risk approval, production implementation and certification of any operational decision.

Why this is external work

Each party has authoritative expertise and systems, which is precisely why a centralised replacement would be unsafe and politically unworkable. No current owner is neutral across scientific uncertainty and aviation accountability. External architecture can make source, version, time and decision boundaries interoperable without claiming to forecast ash or direct a single flight.

What you will own

  • Map observation, laboratory result, model input, forecast version, advisory, aeronautical notice, operator assessment and flight decision as separate evidence.
  • Define source identity, issue and validity time, spatial reference, uncertainty, supersession and acknowledgement across rapidly changing products.
  • Design federation so partners retain authoritative records while decision users can reproduce the exact evidence available at a chosen moment.
  • Exercise sensor loss, delayed sample, divergent models, corrected polygon, communications degradation and simultaneous airport disruption.
  • Specify human-readable uncertainty and correction messages that do not collapse scientific advice into an automatic operational prohibition.
  • Compare integration options through latency, degraded operation, provenance, cyber trust, standards fit, supplier exit and cross-border adoption.
  • Transfer scenario maintenance and evidence qualification to permanent meteorological, aviation-safety and platform owners.

Candidate qualifications

  • Directed aviation-hazard, meteorological, air-navigation or similarly time-critical scientific decision platforms across organisational boundaries.
  • Connected observations, model versions, spatial forecasts, advisories and operator actions without conflating scientific and operational authority.
  • Reconstructed flight or infrastructure choices after rapidly changing forecast evidence, clock mismatch or loss of a critical source.
  • Designed federated provenance and degraded-service patterns for high-consequence users operating across national and institutional boundaries.
  • Led realistic exercises involving uncertain geospatial hazards, correction propagation, public communication and independent safety review.
  • Delivered vendor-neutral architecture that scientists, air-navigation teams, airports and operators could rehearse after consultant withdrawal.

Non-negotiables

  • The named architect must lead Reykjavik workshops and the accelerated-eruption acceptance exercise with all accountable parties.
  • No financial relationship may exist with modelling, aviation-data, flight-planning or integration suppliers evaluated.
  • Forecast, airspace, airport, dispatch and flight-risk decisions remain with their authorised scientific and operational owners.
  • Production delivery, forecasting services, operational command and certification are expressly excluded from the engagement.
