Construction reports high mechanical completion, but process sequences, laboratory capacity, chemical logistics, maintenance plans and operator responses remain uneven across commissioned systems. Open deficiencies are counted rather than ranked by water-quality consequence, and project teams are preparing to demobilise before seasonal source-water conditions test the design. The commissioning director was removed after an integrated trial failed without an agreed abort or recovery path.

The interim takes commissioning authority within one week for ten months, covering readiness rebaseline, phased wet commissioning, five integrated trials, regulatory witness support, operational transfer and permanent appointee induction. A design change, deficiency, control-loop failure, sample anomaly, chemical interruption or source-water shift becomes a governed readiness event. Six final weeks are reserved for independent successor command and evidence closure.

Handover requires system boundaries, prerequisite evidence, approved procedures, competent shift coverage, laboratory and chemical readiness, control-room decision paths, maintenance ownership, performance-test criteria, abort logic and residual-deficiency governance. The successor must command an unseen high-turbidity event combined with analyser failure, maintain compliant water through the existing works and decide whether the expansion remains online without the interim.

The authority may stop a commissioning stage, reject mechanical handover, reprioritise contractor closure, impose temporary operating limits, replace temporary system leads and control CA$180 million of authorised completion funding. Accountable engineers approve designs; the municipal operator owns public service; environmental specialists interpret permit conditions. Material scope change, permanent acceptance and operation outside approved limits require oversight-committee approval.

The remit excludes construction claims, design certification, regulatory negotiation, permanent staffing, water tariff decisions, distribution-network optimisation and unrelated legacy-plant improvement. The interim cannot sign engineering assurance, predetermine permit acceptance, sacrifice existing treatment resilience for project schedule or allow contractor demobilisation before operating teams possess complete evidence and recoverable control.

• Handed commissioning control to permanent leadership through a live performance run and independently managed unseen water-quality disturbance.
