The mandate

Radiochemists, isotope-production scientists, dosimetrists and translational researchers are being recruited through separate academic relationships and search firms without one view of programme demand or readiness. Fellowships generate publications but few permanent conversions, hiring lead times miss trial milestones, and laboratory access begins before all role-specific qualifications are verified. The talent pipeline leader left during a critical programme ramp.

The nine-month assignment starts within three weeks and covers capability demand reconstruction, two academic recruiting seasons, fellowship conversion, deployment proof and permanent-leader induction. A programme gate, isotope change, laboratory opening, fellowship award, candidate acceptance, immigration delay or credential restriction becomes a governed talent event. Six weeks are protected for handover; no extension will cover routine recruiting.

Exit requires consequence-ranked role demand, evidence-based capability profiles, institution and community maps, candidate nurture, fellowship governance, stage conversion, time-to-readiness forecasts, deployment prerequisites and two completed pipeline cycles. The successor must recover an unseen isotope-programme delay affecting three scarce roles and rephase the pipeline without using the interim’s personal networks.

The interim may stop unsupported requisitions, redirect search and fellowship spend, require scientific role evidence, consolidate external partners, set pipeline stage standards and control CA$24 million of authorised capability funding.
