The mandate
The airport group reports winter readiness through national stocks and snow-fleet counts, yet a litre or component held near Reykjavík may not reach a regional station before a freezing event closes the road or consumes the receiving team. Approved airfield treatment fluids sit in tanks, drums and intermediate containers with different transfer equipment, storage limits and usable quantities. Snow sweepers and ploughs appear available even when brushes, blades, tyres, chains, hydraulic consumables, fuel or a competent maintainer are missing locally. Simultaneous weather across two stations has already produced emergency borrowing and late supplier calls. The defined buyer problem is station-specific winter-supply readiness, not aviation-weather forecasting, volcanic-ash decision support or airport slot control.
The named deliverable is an Airport Winter-Supplies Readiness Architecture connecting seasonal demand basis, approved material identity, batch and concentration evidence, tank and transfer compatibility, physical usable stock, station reserve, consumption signal, reorder trigger, supplier release, road transport, receiving access, emergency allocation and end-of-event reconciliation. It will also define maintenance kits for each snow-equipment family, component interchangeability approved by the client, local and mobile technician dependencies, controlled borrowing between stations, rejected-material handling and a cold-start inventory board. Supporting artefacts include six station dossiers, a national reserve policy, a replenishment-time model, supplier and carrier instructions, four disruption exercises and a quantified 120-day mobilisation backlog.
Five milestones break the twelve weeks into operating decisions rather than a repeated monthly cadence. Day 9 closes reconstruction of two winter seasons and twelve material or equipment shortages, including the locally improvised responses. Day 25 delivers the six station dossiers and a physical reconciliation of fluids, storage, transfer assets and snow-fleet maintenance kits. Day 46 provides the allocation, reserve and replenishment architecture with route and receiving constraints. Day 68 completes four exercises: simultaneous freezing precipitation at two airports, rejection of a treatment-fluid batch, loss of a road corridor and withdrawal of two priority snow units. Day 84 submits the accepted architecture, exercised playbooks, supplier instructions, investment choices and 120-day client-owned backlog. Invoicing follows written acceptance of each distinct output.
Acceptance rests jointly with the Airport Group Chief Operating Officer and Winter Operations Council, after authorised airfield, maintenance and environmental specialists confirm their decision boundaries. The architecture passes only when each of the six stations can show material by approved identity, usable volume, location, storage condition, application dependency, realistic consumption range, protected reserve and replenishment time; each snow-equipment family has an accessible kit for its highest-consequence consumables; and the four exercises produce the same allocation and escalation choices from the same evidence. A national purchase order, supplier warehouse balance or snowplough parked without its operating kit cannot be counted as station readiness.
The client will provide approved-material lists, specialist interpretations, two seasons of weather and runway-treatment records, purchase orders, supplier balances, batch and transfer documentation, tank and warehouse surveys, station consumption, snow-equipment registers, maintenance histories, component catalogues, carrier performance, road restrictions, environmental procedures, cost data and controlled site access. Consultants will not approve a chemical or component, set runway application rates, assess surface friction, forecast weather, close or reopen an airfield, dispatch aircraft, operate winter equipment, determine environmental discharge, award a supplier or certify safety compliance. Those choices remain with authorised client officers and competent specialists. Construction, fleet replacement, software procurement and live winter command are outside the engagement.
Why this is external work
Procurement sees national contracted quantity, station leaders see what can be drawn today, maintenance sees machine families and Operations sees the next weather window. Suppliers naturally describe availability at their own gate rather than usable material at a remote airfield. An external architect can reconcile two seasons of shortages, stress both international and regional stations at once and challenge stock claims without promoting a chemical, equipment maker or transport provider. The twelve-week project leaves an operating design and exercised evidence; it does not become the winter control room.
What you will own

- Design national allocation and controlled-borrowing rules that expose the donor station’s weather exposure, travel time, receiving capability and reserve consequence before transfer.
- Test supplier and road-carrier commitments against batch release, loading method, driver and vehicle availability, weather access, station opening hours and safe receiving capacity.
- Run four disruption exercises combining concurrent freezing precipitation, rejected fluid, corridor loss and snow-equipment withdrawal without substituting nominal fleet count for capability.
- Deliver the accepted architecture, six dossiers, reserve policy, replenishment model, supplier instructions, exercise evidence, investment choices and 120-day mobilisation backlog.
Candidate qualifications
- Has directed airport winter logistics or multi-station airfield readiness across de-icing materials, snow equipment, remote replenishment and severe-weather operations.
- Can evidence a winter event where national inventory appeared sufficient but station-specific usable stock, transfer equipment or road access made it unavailable.
- Understands airfield treatment materials, storage and transfer systems, batch control, station reserves, snowplough and sweeper consumables, maintenance kits and fuel dependencies.
- Has modelled concurrent airport demand without assuming weather certainty, unrestricted roads, instant supplier release or interchangeable equipment families.
- Can preserve airfield, engineering, environmental and safety authorities while designing allocation and replenishment decisions that operators can execute under time pressure.
- Has left exercised winter-readiness artefacts that regional station teams used without a consultant, equipment vendor or informal borrowing network present.
Non-negotiables
- Can complete nine Icelandic airfield, storage, supplier, maintenance or road-corridor observations and four exercises inside twelve weeks.
- Brings direct airport winter-material and snow-fleet support experience; airline dispatch, meteorology or general warehousing alone is insufficient.
- Will not sell chemicals, snow equipment, maintenance parts, transport capacity, software or follow-on implementation services into this engagement.
