• Reset digital promises so order acceptance, slot capacity, safe route confidence, building receipt and cancellation reason remain connected during disruption.
• Govern carrier and workforce decisions through declared route closures, shift limits, welfare checks, rescue escalation and documented refusal without penalising safe stops.
• Run wet-weather exercises combining upstream delay, dock inaccessibility, communications loss and neighbourhood closure while retaining every unserved order and stranded unit.
• Recruit and coach the permanent leader, transferring trigger maps, supplier choices, municipal interfaces, buffer economics, workforce lessons and unresolved infrastructure decisions.

Candidate qualifications

• Has held executive urban distribution authority through major flood, monsoon or comparable metropolitan access disruption.
• Can evidence recovery where system stock and accepted orders materially overstated goods that could be delivered safely.
• Understands cross-docks, dense retail replenishment, high-rise receiving, micro-fulfilment, carrier control, weather triggers and essential-item allocation.
• Has changed commercial promises during crisis while preserving public-road, employee-safety, product-release and customer-remedy authority.
• Can distinguish inventory on hand, stock physically reachable, safely dispatchable order, accepted building handoff and customer completion.
• Has transferred a recovered city network to permanent leadership during live adverse-weather activation rather than a desk exercise alone.
