A Mumbai consumer-technology company commissions a five-month engagement to govern transparent internal movement, opportunity access and transition obligations across product, engineering and operations workforces at scale.

The mandate

Employees learn about roles through manager networks and private messages before positions are posted, while formal applications can be blocked without transparent reason. Transfers create unresolved ownership of notice, project continuity, pay effective date, access and manager feedback. High performers from operations rarely reach product pathways despite adjacent skills, and unsuccessful applicants receive little development evidence.

The engagement deliverable is an Internal Mobility Architecture covering opportunity creation, visibility, eligibility, employee choice, application, manager notification, assessment, decision, release, transition, unsuccessful-candidate feedback and outcome review. It must protect confidential exploratory interest, distinguish development moves from vacancy selection and prevent informal pre-selection from masquerading as open access. Scarce-role protocols must resolve competing business claims without converting incumbent-manager preference into an indefinite veto.

Milestone one at week four accepts opportunity and journey evidence; week eight closes access, decision and transition standards. Week thirteen completes six role-family pilots; week eighteen rehearses contested release and cross-function moves. At week twenty-two, accepted playbooks, control catalogue, measures, trained owners and implementation backlog complete delivery.

Acceptance requires client teams to process twelve unseen moves and unsuccessful applications, employee relations to reperform fairness controls, and receiving managers to evidence readiness. The Chief People Officer signs only after a scarce employee transfers across functions without premature disclosure, retaliatory blocking, abandoned work or consultant-mediated escalation.

The client will provide vacancy and movement populations, role requirements, application and assessment records, manager decisions, release practices, pay and access interfaces, employee feedback, grievance themes, policy constraints and named owners. The consultant does not select individuals, set pay, rate performance, decide release, investigate complaints, negotiate terms or operate recruitment.

Why this is external work

Managers hold legitimate delivery concerns and employees need agency over careers, but informal networks and opaque blocking make both difficult to distinguish from favouritism. Independent architecture can establish fair access and reliable transition without becoming recruiter, grievance investigator or the arbiter of individual moves.

What you will own

  • Map advertised, confidential, developmental, project and permanent opportunities across business, geography, worker population and career level.
  • Define visibility, eligibility, employee consent, manager notification, assessment, decision and appeal evidence.
  • Govern manager holds with evidenced rationale, maximum duration, independent escalation, automatic expiry and aggregated pattern review.
  • Design release, knowledge transfer, pay, location, system access, onboarding and former-manager feedback hand-offs with accountable owners.
  • Measure opportunity access, application, selection, release time, transition completion and subsequent retention across protected workforce populations.
  • Rehearse pre-selection, confidential interest, blocked release, cross-function equivalence and failed transition.
  • Deliver journey architecture, decision rights, controls, manager guidance, measures and implementation backlog.
