The mandate
Customers see border dwell attributed to customs even when trucks arrived before documents, transit guarantees were exhausted, inspection appointments lapsed or consignees could not fund destination charges. Timestamp definitions vary and partner updates overwrite earlier causes. The defined problem is to create evidence that separates sovereign time from avoidable preparation, queue, partner and customer delay across eight unlike corridors.
The deliverable is a Border-Dwell Causality Architecture containing event definitions, physical-and-document clocks, accountable causes, overlapping-delay rules, corridor baselines, intervention triggers, exception ownership and customer decision playbooks. It must avoid false precision where border evidence is sparse while preventing a broad customs label from excusing failures the 4PL and its partners can control.
This six-month diagnostic moves quickly: its first milestone accepts 120 shipment genealogies after three weeks, and clock and cause definitions are frozen three weeks later. Eight corridor baselines reach owners in week ten. Intervention logic follows at week fourteen and customer playbooks at eighteen. Four shipment replays fill the next month, enabling the week-twenty-four acceptance of calculations, architecture and the improvement backlog.
Acceptance requires client teams to independently reperform twenty blinded dwell calculations and choose interventions for missing document, depleted guarantee, inspection delay, convoy restriction and consignee payment failure. The COO and Customer Council sign only when total time reconciles, overlapping causes are explicit, uncertainty remains visible and no result depends on consultant side files.
The client will provide shipment and vehicle histories, declarations, documents, guarantees, inspection and convoy records, invoices, partner messages, customer cases and empowered corridor owners. Exclusions include customs or legal advice, declaration filing, border negotiation, live truck control, technology build, partner selection, corruption investigation, security assessment and assurance over public-authority performance.

Country teams defend relationships and customers prefer a single external cause, while available dashboards were designed for status rather than causal accountability. A neutral corridor operator can reconstruct evidence and distinguish controllable dwell without becoming customs adviser, border advocate or live controller.
What you will own
- Reconstruct 120 shipments across cargo, document, guarantee, truck, inspection, convoy, consignee and border events.
- Define clocks and cause rules that reconcile total dwell without double-counting simultaneous waiting.
- Separate sovereign, preparatory, carrier, broker, guarantee, security and customer-created delay visibly.
- Build eight corridor baselines with evidence confidence, seasonal conditions and valid comparison cohorts.
- Design intervention playbooks for missing documents, guarantee exhaustion, inspection lapse and customer unreadiness.
- Rehearse blinded shipment reconstruction, incomplete evidence, contested cause and compound delay allocation.
- Deliver the architecture, cause dictionary, reproducible calculations, corridor baselines, operating playbooks and an accepted backlog ranked by avoidable dwell, commercial consequence and data dependency.
Candidate qualifications
- Led cross-border road, forwarding or 4PL operations across multiple African trade corridors.
- Reconstructed dwell using physical, document, customs, guarantee, inspection and customer evidence.
- Designed overlapping-delay attribution without hiding uncertainty or overstating authority-controlled time.
- Converted causal findings into actionable pre-border, partner, customer and escalation decisions.
- Worked with brokers and authorities without offering customs, legal or integrity judgments.
- Transferred auditable dwell calculations through client reperformance and contested shipment scenarios, including overlapping holds, reopened clocks, missing release evidence, transit-guarantee failure and consignee delay.
