The mandate

This five-month project will produce a finance blueprint for a Southern Cone portfolio, clarifying country, cluster and group responsibilities without publishing client characteristics. It must address performance, controllership, cash, capital, services and talent through executable decisions.

Five dated milestones are required: evidence baseline by 23 October 2026; alternative designs by 20 November; chosen accountability blueprint by 15 January 2027; transition and capability plan by 26 February; final handover by 31 March. The Group Chief Financial Officer accepts each against evidence, completeness and practical usability.

The director will test how inflation, currency, liquidity and statutory differences affect genuine local ownership. The model cannot use these conditions as justification for every inherited practice. Design options must state the cost, control, information and resilience consequences of placement.

The blueprint will include a management-capacity test for each proposed responsibility. A country or cluster owner must possess authority, analytical skill, information access, calendar capacity and credible deputy coverage. Where those conditions are absent, the roadmap will stage capability before transfer rather than create nominal accountability.

Management provides authorised decision, process, role, calendar and control evidence. The director may recommend structure and sequence but cannot approve policy, choose people, change banking authority, select providers or implement the model.

Final acceptance requires decision catalogues, forums, service interfaces, capability implications and wave tests usable by a separate implementation team.

The final blueprint will include example decisions worked from source evidence through authority, action and review. It will state how country finance escalates liquidity or statutory constraint, how clusters challenge performance and how group leaders resolve cross-market capital conflict. These cases provide implementation teams with behavioural standards, not just structural labels.

Capability implications will be costed and sequenced. Where the proposed owner lacks information, analytical depth or credible cover, transition waits for an evidenced development action instead of creating a ceremonial responsibility.

Capability implications will identify roles requiring stronger commercial challenge, controllership depth, treasury judgement or cross-country coordination. The roadmap will sequence those capabilities before transferring the relevant decisions. A new title without information access or practical authority will not count as completed design.
