The mandate

A secure-electronics organisation is integrating teams acquired from different national and corporate control environments. Engineers collaborate quickly, but technical data, nationality restrictions, customer caveats and programme access are not consistently reflected in organisation and people processes. The board has planned a new CHRO – Integration and Culture role before further cross-border work scales.

Approximately 900 employees and material partners span engineering, programme, manufacturing, supply, cyber, security and enabling functions from Singapore across the wider region. The CHRO owns people integration, organisation design, talent, reward, employee relations, culture and people operations, reporting to the Group Chief Executive or nominated sponsor. Export, security and technical-data determinations remain with authorised officers.

The first task is to map work to access conditions. Role title, employing entity and office location do not establish permission. The CHRO will connect programme, technology, nationality or residency restrictions, clearance, training and system access, ensuring people managers understand what they may assign before work begins.

Organisation design must protect controlled boundaries without creating unnecessary silos. Some teams can share common methods while technical detail remains compartmented. The CHRO will define leadership, staffing and collaboration routes with export and security specialists. A matrix line cannot imply access that law or customer agreement prohibits.

Recruitment requires early eligibility checks. Scarce candidates should not proceed through lengthy processes for roles they cannot lawfully perform, yet hiring teams must avoid unlawful discrimination or speculative exclusion. The CHRO will build job-specific criteria, authorised review and respectful communication.

Onboarding will be sequenced. Employment start, facility access, system access and programme authorisation may occur at different times. Managers need productive permitted work while approvals complete. Informal sharing to accelerate contribution is unacceptable, and delayed access should be visible in workforce planning.

Mobility and succession are complicated by restrictions. The apparent best successor may not be eligible for every customer or technology scope. The CHRO will create realistic readiness profiles and development routes that broaden permitted capability where possible. Succession plans will name constraints rather than conceal them.

Culture integration will focus on behaviour at ambiguous moments. Do engineers ask before sharing a drawing? Does a manager escalate a foreign-person or end-use uncertainty? Does commercial urgency pressure staff to infer permission? The CHRO will embed speak-up, stop-work and non-retaliation expectations in leadership consequence and recognition.

Performance and reward need control awareness. Collaboration and delivery goals should not encourage bypass. Leaders will be assessed on compliant staffing, early licence planning and handling of concerns. A missed schedule caused by late export planning is a management failure, not a reason to weaken the gate.

People data are sensitive and must be minimal. Nationality, residency, clearance and access information require purpose, restricted access, accuracy and retention. HR systems should not expose sensitive attributes broadly. Export and security systems will receive only authorised data through auditable interfaces.

Third-party and temporary workers need equivalent clarity. Agencies and suppliers must provide accurate eligibility evidence, but the organisation retains responsibility for assignment and access. Contractor onboarding, supervision, movement and offboarding will match the work's control level.

Integration changes will require local employee-relations judgement. Roles may move, split or become ineligible for certain work. The CHRO will consult and redeploy fairly where possible, separating legal constraint from performance judgement. Employees should receive clear explanation without disclosure of protected programme detail.

Investigations involving access or sharing need coordinated due process. Security urgency, evidence preservation, employee rights and confidentiality all matter. The CHRO will support authorised investigators, protect non-retaliation and ensure consequence distinguishes malicious conduct, reckless bypass and good-faith error.

The leadership team must model restraint. Senior executives will participate in scenario exercises and use approved channels. The CHRO will intervene where a high-performing leader treats controls as administrative obstacles. Integration success means permitted collaboration becomes easier while prohibited sharing becomes harder.

The first 12 months

Within 45 days, review restricted work, access and people processes, identify assignments unsupported by current authority and protect affected information. Publish accountable staffing rules.

By month six, implement access-aware organisation, hiring and succession; reconcile HR and security status; and train leaders through live scenarios. Complete priority consultations.

At twelve months, achieve 100% evidence-backed assignment for controlled roles, reduce access-onboarding delay by 40% and close mover or leaver access within defined standards on 98% of cases. Every critical programme should have eligible succession, with no material unauthorised disclosure caused by people-process failure.

The person

You bring 22–28 years in people leadership, including CHRO or integration authority in aerospace, defence, secure technology or another export-controlled industry. Your record includes acquisitions, cross-border engineering, sensitive access, employee relations and leadership culture across Asian markets.

Candidates must demonstrate how they made compliant collaboration faster and handled an employee affected by changed eligibility fairly. The permanent role is onsite in Singapore. Appointment remains subject to required security and export eligibility.

Compensation and terms

Base compensation is SGD 420,000–570,000 plus annual incentive and long-term participation linked to integration, compliant access, leadership behaviour, capability and succession. This permanent onsite Singapore executive reports to the Group Chief Executive or nominated executive-committee sponsor. Planned hiring precedes further cross-border integration.
