The mandate
A listed pharmaceutical enterprise is integrating a mature-brands division while its quality system undergoes remediation. The brands remain important to patients and regional cash generation, yet years of local autonomy produced different investigation standards, escalation habits and performance incentives. The CHRO incumbent will leave, and the urgent replacement must integrate culture without treating quality behaviour as a communications exercise.
Approximately 475 employees and material partners support commercial, medical, regulatory, quality, supply, safety and enabling functions from Singapore across the wider region. The CHRO owns people integration, organisation design, talent, reward, employee relations and culture, reporting to the Group Chief Executive or nominated sponsor. Quality and safety officers retain independent authority and direct escalation.
The first diagnosis will examine how work and consequence shape behaviour. Employees may hesitate to report recurring deviations because closure targets reward speed, local leaders protect brand continuity or investigations are perceived as blame. The CHRO will use case observation, interviews and decision evidence, protecting confidential concerns and distinguishing system pressure from individual misconduct.
Organisation design must clarify brand, country and functional authority. Who can pause distribution, reject a forecast, require a corrective action or escalate a safety concern? The CHRO will test these decisions through real scenarios and revise reporting lines where ambiguity persists. Dotted lines cannot substitute for explicit accountability.
Leadership selection requires quality evidence. Future roles will be assessed on escalation, investigation, decision integrity and delivery, not only commercial performance or tenure. Quality leaders will participate without becoming responsible for employment selection. Conflicts and criteria must be documented before candidates are evaluated.
Incentives need immediate review. Volume, supply continuity and rapid closure measures can encourage weak investigation or deferred escalation. The CHRO will introduce balanced objectives for quality, evidence and sustainable delivery. No employee should lose reward for a good-faith stop or escalation that protects patients.
Investigation capability is a workforce issue. Root-cause methods, writing, data interpretation and corrective-action design vary. The CHRO will work with quality leaders to identify proficiency, build supervised case learning and assess competence through real work. Training attendance cannot establish investigation readiness.
Speaking up needs visible response. Confidential channels are necessary but insufficient if concerns vanish into review. The CHRO will ensure acknowledgement, protection, investigation and feedback, while maintaining privacy and due process. Retaliation will be addressed promptly; knowingly false allegations will also receive fair handling.
Integration savings must not remove control capability. Duplicate support roles may exist, but local regulatory knowledge, product history and language can be scarce. The CHRO will map critical knowledge and tie retention to transfer. Premium external support used to replace removed employees will be included in net savings.
Employee relations differ across regional markets. Harmonising policy, location, role and reward requires country-specific consultation. The CHRO will create one decision framework with lawful local implementation. Employees should receive clear distinction between remediation requirements, integration choices and future possibilities.
People systems must connect to quality authorisation. Role or employment-status changes should trigger training, access and delegated-authority review. Migration errors that retain inappropriate approval or remove essential access are quality risks. Reconciliation and cut-over ownership will be explicit.
Senior team effectiveness will be judged during live remediation decisions. The CHRO will observe whether leaders share adverse facts, challenge unrealistic timelines and own corrective action. Coaching will address genuine development needs; repeated concealment, intimidation or evidence manipulation requires consequence.
The culture objective is not uniformity. Different markets can retain useful commercial and patient practices while sharing non-negotiable standards for evidence, escalation and accountability. The CHRO will help leaders explain this boundary, avoiding both central imposition and local exceptionalism.

The first 12 months
Within 30 days, review sensitive cases, incentives and leadership accountabilities, protecting any uncontrolled retaliation or capability risk. Publish selection and culture principles.
By month five, appoint the integrated team, implement balanced objectives and launch assessed investigation development. Complete priority consultations and people-quality system reconciliation.
At twelve months, achieve 95% qualified coverage for investigation and corrective-action roles, reduce repeat deviations attributed to weak root-cause work by 40% and retain 90% of identified product-critical knowledge through transfer. All substantiated retaliation cases must receive action, with no quality authority lost through integration or people-system migration.

The person
You bring 22–28 years in people leadership, including CHRO or integration authority in pharmaceuticals, medical technology or another highly regulated industry. Your record includes quality remediation, regional organisation integration, sensitive investigations and workforce change across Asian markets.
Candidates must show how they changed leadership consequence, not merely employee sentiment. Singapore is the permanent onsite base, with travel across the mature-brands footprint. Quality-culture and employee-relations references will be undertaken discreetly.
Compensation and terms
Base compensation is SGD 420,000–570,000 plus annual incentive and long-term participation linked to remediation, culture evidence, leadership integrity, capability and integration. This Singapore-based permanent executive joins the leadership team onsite and is accountable to the Group Chief Executive or named executive-committee sponsor. Replacement is urgent during active quality-system work.
