A Chennai container gateway needs an independent delivery director to convert fragmented terminal data into a tested berth, yard and gate operating system within five months.
The mandate
The terminal's berth plan, yard inventory, equipment status and truck appointments disagree across radio calls, spreadsheets and the terminal operating system. The defined problem is to establish one digitally governed operating cycle that reduces vessel and gate variability without buying a replacement platform or automating unsafe work.
Deliverables are a source-and-decision map, target control-room model, configured decision rules, exception workflows, operating dashboards, trial plan and operator runbook. The design must cover berth windows, crane sequencing, yard density, reefer monitoring, equipment availability and gate appointments.
Milestone one at week four is the validated baseline; week nine delivers the approved operating design; week fifteen concludes a live pilot across one berth and yard zone; month five ends with scaled rehearsal, trained supervisors and acceptance dossier. Two Singapore visits will benchmark practice, not import an untested template.
The COO will accept the work when source reconciliations meet tolerance, pilot vessel productivity improves without safety deterioration, truck-turn variability falls, reefer alarms have evidenced response and two shifts operate the model unaided. Final payment depends on reproduced results and closed severity-one exceptions.
The client supplies TOS access, equipment telemetry, rosters, vessel and gate records, safety protocols and named shift leaders. The consultant may define and test artefacts but cannot command live marine movements, alter labour agreements, procure automation or approve operational safety deviations.

Operations and IT each defend different versions of terminal truth. Shift leaders cannot pause daily throughput to design and independently test a cross-functional model. External direction supplies finite method, neutral evidence and transfer discipline.

- Reconcile vessel, container, equipment, labour and gate events into a decision-grade baseline.
- Map every berth-to-gate decision with source, latency, owner, threshold and fallback.
- Configure exception rules for yard congestion, reefer alarms, crane loss and appointment overflow.
- Design the control-room rhythm linking planners, supervisors, maintenance, safety and customer service.
- Run a live pilot with protected safety gates, comparison shifts and pre-agreed stop criteria.
- Quantify productivity, dwell, rehandle, truck-turn and service effects without averaging away peak failures.
- Transfer configurations, dashboards, control tests and the shift runbook through unaided rehearsals.

- Can evidence improved vessel, yard or gate performance traced to a specific decision-model change.
- Integrated TOS, equipment telemetry and appointment data with operationally credible fallback controls.
- Ran live terminal pilots under marine, labour and safety constraints without disrupting customer commitments.
- Distinguished poor master data from flawed planning rules through event-level analysis.
- Handed tools to shift operators who sustained results after consultant exit.
