Commodity credit and warehousing organisation in Singapore
The problem this seat exists to solve
Candidates require practical experience assessing collateral managers, commodity warehouses or third-party inventory control arrangements. They should understand the relationship between operational service quality and credit exposure, and be able to recognise when specialist technical or legal advice is required. Any relationships with prospective providers must be disclosed before evaluation begins.
Procurement needs operational judgement
This advisory engagement will support the selection and oversight design of warehouse and collateral management providers. The client needs an assessment method that distinguishes attractive proposals from dependable operating capability. The adviser will recommend a shortlist and contracting considerations, but procurement awards, legal commitments and credit acceptance remain with authorised management.
The review will start by defining what the provider must control in the proposed transactions. Custody, stock measurement, reporting, release administration and quality assessment are different services, and responsibility cannot be inferred from a broad marketing description. The adviser will translate transaction requirements into evidence requests and evaluation criteria.
Test the operating model, then compare the price
Assessment should examine staffing, supervision, record integrity, access controls, subcontracting and exception escalation. Site visits or independent inspections, where included in scope, must be designed to test the proposed service rather than confirm only that a warehouse exists. The adviser should identify differences between a provider's central policies and local execution.
Compare the service and retained exposure
Commercial evaluation will consider mobilisation, recurring charges, additional inspection costs and liability provisions. A lower fee may conceal a narrower service or reliance on customer-supplied information. The adviser will compare alternatives on a consistent basis and explain which risks remain with the financing institution under each model.
Recommendations will also address ongoing oversight. Provider performance should be measured through the timeliness and reliability of evidence, resolution of exceptions and adherence to release controls. A dashboard of activity volumes alone will not establish that collateral remains protected.
A defensible selection record
The adviser should demonstrate clear written analysis, disciplined comparison of incomplete proposals and confidence in challenging unsupported claims. The work calls for pragmatic recommendations that reflect the client's staffing and monitoring capacity.
The final package will contain a defensible evaluation record, unresolved diligence questions, recommended service boundaries and an oversight plan. Success means that management understands what it is buying, what remains outside the provider's responsibility and what evidence will be required before a transaction can rely on the arrangement. Selection must not be mistaken for permanent assurance of performance.

Before you apply — an advisory engagement
No office of director, and no appointment formalities.
An advisory engagement creates no directorship in Singapore. There is no registry filing, no regulator pre-approval, no residency arithmetic and no statutory director liability — which is why it is so often the right first step into a market you do not yet know.
- On this brief
- Independence
- Where the engagement specifies independence from any search that follows, that is a requirement of the engagement rather than a courtesy — an adviser to a board is not a candidate for it.
