Commodity credit and warehousing organisation in Singapore

The problem this seat exists to solve

A commodity finance platform requires an adviser to redesign borrowing-base rules for a portfolio secured by stored and moving inventory. The engagement will produce decision-ready policy recommendations, worked calculations and an implementation specification. It carries no authority to approve loans, certify collateral or negotiate binding terms with borrowers.

Build a lending mechanism that can be operated

The adviser will start with how commodities actually move through procurement, storage, sale and collection. Eligibility rules should reflect ownership, location, quality, age, insurance and the practical ability to realise value. A technically elegant formula that depends on unavailable data will not meet the brief.

Evidence before eligibility

What evidence makes inventory eligible? The adviser will compare documentary standards with operational feasibility and identify circumstances requiring independent confirmation.

Protection without double-counting

How much protection is sufficient? Recommendations on advance rates and reserves should distinguish price volatility, liquidation costs, quality deterioration and legal uncertainty. Double-counting the same risk through several deductions should be made visible.

When does availability change? The design must handle late certificates, unsettled purchases, stock transfers, foreign-currency movements and sales awaiting cash collection. It should explain how temporary shortfalls are identified and escalated.

Exceptions and test cases

Who owns an exception? Proposed governance must identify decision rights, expiry dates, compensating controls and the information needed before an exception is renewed.

The adviser will test the proposed mechanism against historical or anonymised transaction examples supplied by the client. Particular attention should go to cases in which apparently adequate collateral fails to produce repayment on time. Finance, operations and relationship teams should be able to reproduce the calculations independently.

Relevant evidence

The engagement suits a specialist with substantial experience designing or reviewing commodity-backed lending structures. Candidates should demonstrate understanding of borrowing bases, collateral valuation and the operational causes of reporting errors. Clear written explanations and the ability to resolve disagreements between commercial and risk teams are as important as quantitative confidence.

The final recommendation must separate essential protections from optional refinements, identify data dependencies and estimate the workload of ongoing administration. Management retains responsibility for product approval and implementation. A successful assignment leaves a transparent mechanism whose commercial implications are understood before it enters customer documentation, together with an explicit list of assumptions that require legal or market-specific validation.

Before you apply — an advisory engagement

No office of director, and no appointment formalities.

An advisory engagement creates no directorship in Singapore. There is no registry filing, no regulator pre-approval, no residency arithmetic and no statutory director liability — which is why it is so often the right first step into a market you do not yet know.

On this brief
Independence
Where the engagement specifies independence from any search that follows, that is a requirement of the engagement rather than a courtesy — an adviser to a board is not a candidate for it.
