This assignment examines the construction and operation of borrowing bases. The adviser must connect financing availability to inventory that is identifiable, eligible and subject to appropriate control, rather than accepting a stock report as a sufficient basis for advance calculation.

The borrowing-base review

Assess eligibility rules, valuation, advance rates, reserves and exclusions. Examine treatment of aged, damaged, in-transit, consigned or disputed stock as applicable. Trace the calculation from source records to lender reporting and identify opportunities for duplicate inclusion or stale information.

Control responsibilities to recommend

Define reconciliations, verification, approval of adjustments and escalation of deficiencies. Examine how releases, substitutions and price changes affect headroom between reporting dates. Recommend a process for responding to a shortfall that is operationally realistic and consistent with the financing documents as interpreted by qualified advisers.

Borrowing-base reporting should show changes from the previous submission and explain material adjustments to eligibility or value. The adviser should examine whether goods can remain included after release, whether in-transit items are counted twice and whether stale prices overstate availability. Reserves should have an identifiable rationale and review process. The control framework must define who acts when headroom becomes negative and how disputed information is treated in the meantime, avoiding a process that waits for perfect evidence while exposure continues to increase.

Qualified candidates

Candidates should have experience in borrowing-base lending, commodity collateral or inventory control. They need the ability to evaluate both financing mechanics and physical stock processes. Evidence of detecting an eligibility or reporting weakness before a loss is particularly valuable.

Practical completion test

Run the proposed approach against examples involving a price decline, an unexplained stock adjustment and goods with uncertain ownership. The output should include a transparent calculation method, control ownership and exception procedures. Credit decisions and legal conclusions remain with authorised management and appropriate specialists; the adviser must make the assumptions behind availability explicit.
