Public-service technology organisation in Netherlands
The problem this seat exists to solve
The adviser will help public-interest service leaders define what they are buying and how they will know that it works. The assignment addresses the gap between a procurement specification, a supplier's contractual deliverables and the operating capability users actually need.
Procurement judgement and professional evidence
Candidates should have technology sourcing, programme assurance or service-transition experience in complex organisations. They need practical familiarity with procurement and the judgement to work within the applicable process without treating every issue as a contract drafting exercise. Evidence of preventing premature acceptance or correcting an ambiguous specification is particularly relevant.
Trace the service before defining acceptance
Trace representative transactions through the proposed technology, integrations and staff responsibilities. Identify requirements described too vaguely to test and assumptions left for discovery after award. Examine whether the organisation has the data, decisions and internal resources the supplier expects it to provide.
The adviser should distinguish essential requirements from preferences and explain the consequences of trade-offs. Procurement evaluation must retain a defensible basis while allowing decision-makers to understand differences that a scoring total can obscure.
- Recommend acceptance criteria that can be demonstrated in realistic operating conditions, including difficult cases and recovery from failure.
- Identify dependencies outside the main supplier's contract and assign responsibility for coordinating them.
- Review the treatment of defects, incomplete functionality and deferred obligations with procurement and legal specialists.
- Define the evidence required before the service owner accepts operational responsibility.
For a migration, the acceptance approach should cover usable records, reconciled data and staff access, not merely successful transfer. For an outsourced service, it should test escalation, reporting and the interface with retained teams. Each criterion needs a competent evaluator and an agreed response if it is not met.
Deliverables that remain useful
Provide an acceptance framework, a prioritised list of requirement gaps and recommendations for resolving them. The organisation should be able to apply the approach without retaining the adviser indefinitely. Supplier selection, contracting and formal acceptance remain with authorised officials; this engagement supplies the analysis and practical evidence needed for those decisions.

Before you apply — an advisory engagement
No office of director, and no appointment formalities.
An advisory engagement creates no directorship in the Netherlands. There is no registry filing, no regulator pre-approval, no residency arithmetic and no statutory director liability — which is why it is so often the right first step into a market you do not yet know.
- On this brief
- Independence
- Where the engagement specifies independence from any search that follows, that is a requirement of the engagement rather than a courtesy — an adviser to a board is not a candidate for it.
