Public-service technology organisation in Netherlands
The problem this seat exists to solve
A public-service technology portfolio can remain fully funded on paper while exceeding the capacity of the people expected to deliver it. This interim CIO mandate is to establish an executable portfolio: essential services protected, competing programmes sequenced and investment decisions supported by a credible account of resources and dependencies.
Decide which commitments the organisation can deliver
The appointee will examine the complete commitment, including supplier work, internal specialists, operational participation and the continuing cost of older systems. Projects should not survive review simply because money has already been spent or an external announcement has been made.
The candidate's relevant experience
Qualified candidates should have held executive accountability for a substantial technology portfolio and made difficult prioritisation decisions in a public-interest environment. They must understand procurement discipline, financial planning and the challenge of securing decisions from stakeholders with different mandates. Evidence should include a programme stopped or materially reshaped, with a clear explanation of the value protected and the transition managed.
Recommit only to an executable portfolio
Lead the preparation of choices to continue, reduce, defer or stop programmes. Negotiate a revised sequence with service owners and finance, showing the effect on users and statutory or contractual commitments. Establish a delivery baseline that distinguishes approved scope from unresolved ambition. Material changes must return to the appropriate authority with their consequences explained.
Require each major programme to demonstrate a responsible business owner, a realistic delivery team and acceptance criteria tied to an operational outcome. Identify specialists shared across several workstreams; nominally independent schedules often depend on the same people. Test whether procurement, migration and frontline readiness fit the proposed dates. Where a programme cannot explain its remaining work, commission a focused diagnostic before granting another extension.
What must work without the interim CIO
Leave a functioning investment forum, an owned dependency map and reporting that exposes decisions early. Service owners should be able to explain both their expected benefits and the organisational changes needed to realise them. Success is a portfolio the organisation can operate and improve, rather than a new presentation of the same unmanageable commitments.

Before you apply — this is an executive role
An interim seat needs work authorisation. A board seat in the Netherlands usually does not.
This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.
- Position in the Netherlands
- A non-executive or supervisory director attending meetings does not require a residence permit. Executive roles for non-EU nationals require a permit, commonly under the highly skilled migrant scheme.
