The problem this seat exists to solve

The manager will lead operational change in a service environment with public-interest responsibilities and formal decision processes. The assignment combines programme discipline with attention to service continuity, accessibility and accountable use of resources. It does not presume a particular institutional employer or require prior leadership of an entire technology function.

Establish the service outcomes

Work with authorised service owners to clarify what will improve and for whom. Review the proposed change against the needs of users, frontline staff and oversight stakeholders. Identify policy or governance decisions that must precede implementation, and ensure those decisions have an owner and timetable.

Coordinate the delivery

Lead the plan across process, technology, communications and readiness. Make dependencies and constraints visible, including approvals that cannot be compressed without changing the governance arrangement. The manager should build a credible sequence rather than assume formal review will occur instantly at the end of development.

Use proportionate testing and engagement to understand how the change works for different users. Where access or usability problems emerge, bring them into delivery decisions rather than treating them as matters for a later improvement phase by default.

Candidate evidence

Candidates should have led service change or complex projects in a public-interest, regulated or similarly accountable environment. They need technical fluency, clear communication and evidence of navigating stakeholders with different responsibilities. Direct delivery results and sound judgement matter more than a specific executive title.

Handover and accountability

The role carries authority over the agreed delivery process and coordination. Policy, material resource and formal risk decisions remain with designated owners. The engagement should leave a usable service, trained operational teams and transparent ownership of unresolved work.

Measure the change through service performance and user experience as well as delivery milestones. Handover must record limitations, support arrangements and the evidence supporting acceptance. Success means that the permanent service can maintain the new arrangements and explain how decisions were reached, without relying on undocumented exceptions or the interim manager's personal relationships to make ordinary work happen.

Before you apply — this is an executive role

An interim seat needs work authorisation. A board seat in the Netherlands usually does not.

This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.

Position in the Netherlands
A non-executive or supervisory director attending meetings does not require a residence permit. Executive roles for non-EU nationals require a permit, commonly under the highly skilled migrant scheme.
