Water and environmental services organisation in Italy
The problem this seat exists to solve
The director will help the board assess whether a utility or environmental-service organisation has the workforce and leadership capacity required by its operating and investment plans. The remit extends beyond headcount to critical skills, succession, management accountability and the ability to absorb change. It requires respect for executive responsibility and the realities of specialist operational work.
Challenge the capability assumptions
Review key-person dependencies and the evidence behind succession plans. Ask whether experienced staff can transfer knowledge within the available time and whether new appointments receive the support needed to become effective. A vacancy filled is not necessarily a capability restored.
Capacity across operations and capital delivery
Examine how the capital programme and organisational changes affect operating teams. Management should explain where the same specialists are required for maintenance, project design, commissioning and incident response. The board needs a realistic picture of capacity rather than separate plans that each assume unlimited access to the same people.
Relevant workforce and governance judgement
Candidates should have senior operations, people, utility or board experience with responsibility for organisational capability. They need evidence of developing leadership and managing succession in technically demanding services. Experience in workforce governance is relevant when connected to operational outcomes rather than policies alone.
Oversight without line management
Support review of leadership objectives, succession and the resources required to implement strategy. Ask management to explain the consequences of outsourcing, centralisation or restructuring, including retained expertise and oversight capability. Cost savings should be considered alongside service resilience and long-term dependence.
The appointment is a director seat with collective responsibility and any agreed committee duties. It does not authorise individual employment decisions or supervision of operational staff. Separate statutory assurance and oversight roles remain distinct.
The contribution should produce clearer capability plans, stronger succession and investment decisions that recognise the people required to deliver them. Candidates must disclose recruitment, training and advisory interests. The board will expect constructive challenge about both under-resourcing and inefficient arrangements, with an understanding that sustainable capability requires explicit choices rather than reliance on repeated exceptional effort by a small number of experienced employees.
