Water and environmental services organisation in Italy

The problem this seat exists to solve

The director will contribute independent finance judgement to a utility or environmental-service board. The remit concerns whether service commitments, operating costs and investment plans are supported by realistic financial capacity. The board needs visibility of choices that may be deferred in a budget but cannot be avoided indefinitely in the operating system.

Finance judgement for long-lived services

Candidates need senior finance, treasury or board experience in utilities, infrastructure or another service with long-term public responsibilities. They should understand investment cycles and the practical limits on rapid cost reduction. A relevant financial qualification or equivalent expertise is valuable where it supports rigorous judgement rather than technical reporting alone.

Examine the cash consequences

Review forecasts for receipts, operating payments, debt and capital expenditure. Challenge the treatment of uncertain income, delayed collections and commitments that may fall due earlier than expected. Distinguish a temporary cash movement from a structural improvement in financial performance.

Assess the effect of downside scenarios on service and investment. Management should explain what can be adjusted, the lead time required and the consequences for users and assets. A contingency plan should not assume that essential work can be postponed without increasing future exposure.

Financing decisions

Scrutinise borrowing, guarantees and material financial arrangements brought to the board. Require clear explanations of obligations, conditions and future flexibility, supported by appropriate specialist advice. The director should consider the allocation of risk across entities and stakeholders rather than relying only on consolidated totals.

The director contribution to resilience

The appointment is to the board, with collective responsibility and any agreed committee work. It is not a statutory assurance office or an interim finance position. Executives retain cash management, accounting and financing execution within their authority.

The desired contribution is a more credible financial plan, clearer choices and timely escalation of pressure. Candidates must disclose lender, investor and advisory relationships. They should be prepared to challenge both optimistic funding assumptions and financial decisions that appear prudent in the short term but undermine the organisation's ability to provide a reliable service over the life of its assets.

Before you apply — Italy

No nationality or residency test applies to an Italian director. The route in that matters is procedural rather than legal: a place on a slate.

Residency test
None.
Nationality test
None.
Work authorisation
A non-executive director attending board meetings does not require a permit. Executive roles for non-EU nationals do, and are subject to the immigration decree quotas.
Tenure limit once appointed
No hard statutory cap. The 2020 Corporate Governance Code treats service exceeding nine years in the previous twelve as a circumstance that compromises independence, requiring the board to assess and disclose.
