The problem this seat exists to solve
Candidates should bring senior utility, infrastructure, environmental or board experience with a practical understanding of asset renewal. The board needs someone who can scrutinise technical recommendations, financial constraints and service consequences without attempting to manage engineering work directly. Experience assessing investment under uncertainty is more important than familiarity with one asset type alone.
Challenge how renewal priorities are chosen
The director will oversee the logic used to prioritise wastewater asset renewal and related operational improvements. Review the quality of condition, failure and capacity information. Ask where data is strong, where assumptions are necessary and how uncertainty affects the ranking of proposed work.
Examine the balance between planned renewal and reactive expenditure. A low annual cost may conceal a growing backlog or repeated disruption, while a large programme may include work whose urgency has not been demonstrated. The director should seek a clear explanation of the consequences of each choice.
Delivery and operational readiness
Scrutinise the organisation's capacity to deliver approved work while maintaining service. Review procurement, contractor management and the integration of new or renewed assets into operating responsibilities. Technical completion should be distinguished from an asset being maintainable, documented and supported by the operating team.
Ask management to explain how outcomes will be measured and how lessons from completed work affect future priorities. The board should know whether expenditure is reducing the exposure it was intended to address.
Responsibilities of the seat
This is a director appointment with collective board duties and any agreed committee remit. It is not a statutory auditor position, an operational inspection role or a substitute for qualified engineering advice. Management retains responsibility for asset operation and project delivery.
Effective contribution means a more defensible renewal programme, transparent treatment of uncertainty and earlier escalation when delivery or asset risk changes. Candidates must disclose contractor, consultancy and supplier interests. They should demonstrate the ability to support necessary long-term investment while challenging weak evidence, and to explain technical and financial trade-offs in language that the full board can use to reach an informed decision.
