Water and environmental services organisation in Italy

The problem this seat exists to solve

The director will strengthen board oversight of capital investment in water services. The remit is to challenge whether proposed expenditure addresses the most important service and asset risks, and whether the organisation has a credible plan to deliver it. The seat requires independent judgement about long-lived infrastructure whose benefits and obligations extend beyond an annual budget.

Candidate evidence

Candidates should have senior governance, infrastructure, finance or utility experience with direct exposure to capital decisions. They need the ability to interpret technical advice and connect it to financial and public-service consequences. Experience following investment through to operational outcomes is particularly valuable.

Examine the investment logic

Review how management prioritises renewal, capacity, reliability and service improvement. Ask what evidence supports the need, which alternatives have been considered and how the consequences of deferral are understood. Projects should be assessed for their contribution to service outcomes, not only their readiness to enter the capital programme.

Scrutinise cost, timing and delivery assumptions, including access, procurement, operating disruption and specialist capacity. Require clear approval conditions and escalation when scope or economics change. The director should challenge both persistent underinvestment and programmes whose scale exceeds the organisation's ability to execute.

Review the service result after investment

Review post-investment performance and the quality of lessons used in future proposals. Management should explain whether a shortfall arises from execution, inaccurate assumptions or changed conditions. The board needs that distinction to decide whether to adjust the programme, strengthen delivery or reconsider priorities.

This is an independent director appointment, not a statutory audit office or an engineering-management role. The director acts collectively with the board and through any agreed committee responsibilities. Executives retain project delivery and technical operation.

Expected value includes clearer capital choices, realistic delivery commitments and a transparent account of service benefits. Candidates must disclose relationships with public stakeholders, contractors, suppliers and advisers so that conflicts can be assessed for the appointment. The role requires the ability to sustain constructive challenge where financial limits, asset needs and stakeholder expectations cannot all be satisfied simultaneously without explicit choices.

Before you apply — Italy

No nationality or residency test applies to an Italian director. The route in that matters is procedural rather than legal: a place on a slate.

Residency test
None.
Nationality test
None.
Work authorisation
A non-executive director attending board meetings does not require a permit. Executive roles for non-EU nationals do, and are subject to the immigration decree quotas.
Tenure limit once appointed
No hard statutory cap. The 2020 Corporate Governance Code treats service exceeding nine years in the previous twelve as a circumstance that compromises independence, requiring the board to assess and disclose.
