The adviser will strengthen standard operating procedures and administrative governance across healthcare services. The assignment should clarify how work is authorised, completed and escalated, with enough consistency for oversight and enough flexibility for legitimate local differences.

Examine the procedures in use

Identify conflicting instructions, undocumented workarounds and processes that depend on individual memory. Trace selected administrative tasks across departments and compare written procedures with actual practice. Prioritise areas where ambiguity creates delay, incomplete records or unaccountable decisions.

Design and governance responsibilities

Recommend a controlled procedure hierarchy, document ownership and a review process. Rewrite priority administrative procedures with users, including decision points, exceptions and escalation. Establish how changes are approved, communicated and tested. Clinical procedures must be developed or approved by appropriately authorised clinical professionals.

Priority procedures should explain what starts the process, who can make each decision, what records are required and what happens when the normal route cannot be followed. The adviser should avoid reproducing system instructions as governance policy or embedding temporary staff arrangements into permanent procedures. Test drafts with users handling realistic exceptions. Version control must make the current instruction easy to find and obsolete versions difficult to use, while the review process should respond to incidents, service changes and recurring workarounds.

Qualified candidates

Candidates should have healthcare administration, process governance or quality-system experience. They need the ability to turn complex workflows into clear instructions without stripping out necessary judgement. Multi-site implementation and staff-training experience are useful.

Evidence of a workable result

The deliverable should include prioritised procedures, named owners and a method for checking use. Test the work through realistic cases rather than relying on staff signatures alone. Candidates should explain how they handled a procedure that was formally approved but impractical under normal workload. The adviser recommends and supports change; management retains approval authority and responsibility for implementation.
