Interim Chief Technology Officer — Operational Visibility and Control

Transport and operational technology organisation in Germany

The problem this seat exists to solve

Lead the creation of reliable operational visibility across technology supporting infrastructure services. The objective is to connect technical signals with the functioning of the service, so that teams can detect meaningful degradation before it becomes a wider operational interruption. More telemetry is useful only when somebody can interpret and act on it.

Know whether a service is working

Identify the critical service journeys and determine where their progress can be observed. Compare application health, interface events and frontline reports. Establish how teams will recognise a partial failure in which systems remain available but transactions, instructions or updates no longer complete reliably.

From technical signal to operational action

Select the monitoring improvements that offer the greatest increase in diagnostic confidence. Define service indicators with operations and specify the response expected when a threshold is breached. Remove alerts that consume attention without prompting a useful action, while retaining evidence needed for incident reconstruction.

Develop a common service view across suppliers without exposing access or operational information unnecessarily. Ensure monitoring has an independent route to remain useful during the failures it is intended to detect. Test whether an on-call team can move from a symptom to the relevant dependency without relying on the original project engineer.

Own the implementation programme and the changes to technology support routines. Work with operating leaders to agree which warnings require service intervention; the CTO does not independently authorise changes to physical operations.

A service view with understood limits

Handover should include maintained service maps, actionable alerts, diagnostic procedures and owners for unresolved blind spots. Assess the result through detection quality, time spent locating faults and the proportion of incidents that can be reconstructed accurately. The permanent organisation should understand both what the service view shows and where its confidence ends.

Experience making monitoring useful

Candidates should have led technology operations, reliability engineering or platform services in a complex, continuously available environment. They must demonstrate how improved visibility changed incident response and investment decisions. Experience deploying a monitoring product without subsequent operational adoption will not meet the requirement.

Bring enough architectural understanding to distinguish symptoms from dependencies and enough management experience to change support behaviour. Explain how you have handled disagreement between an automated indicator and a frontline report. Strong candidates treat that disagreement as evidence to investigate rather than automatically privileging either source.

Before you apply — this is an executive role

An interim seat needs work authorisation. A board seat in Germany usually does not.

This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.

Position in Germany
A supervisory board member attending meetings does not require a residence permit. A management-board (Vorstand) appointment for a non-EU national does, and is a substantially heavier process.
