Interim CIO — Shared Technology Services Transition

Public-service technology organisation in Germany

The problem this seat exists to solve

The interim CIO will lead a transition toward shared technology services while preserving accountable service ownership. The mandate requires resolving differences in demand, funding and operating expectations before they become disputes inside the new arrangement.

Who is qualified

Candidates should have executive experience in shared services, technology consolidation or complex service transitions. They need financial judgement, supplier-management capability and a record of negotiating workable arrangements among stakeholders with different priorities. A centralisation programme that reduced cost but left poor service accountability is not sufficient evidence of success.

Design and test the shared authority

Identify which capabilities genuinely benefit from being shared and which must remain closer to individual service owners. Develop an intelligible service catalogue with responsibilities, dependencies and performance expectations. Compare the recurring economics with the full cost of migration, retained teams and temporary duplication.

The CIO must ensure that a shared platform is not approved on the assumption that every participating function has identical needs. Legitimate differences should be documented and governed; unsupported exceptions should be challenged.

Use concrete cases: an urgent security change, a major capacity request and an outage affecting several services differently. Determine who can decide, who pays and what information is required. Where the answer depends on informal goodwill, resolve the gap before declaring the arrangement operational.

Executive responsibility for the operating arrangement

Agree decision rights for prioritisation, investment, incident escalation and service changes. Establish how demand will be assessed and how competing needs will be resolved. Lead the transition of staff responsibilities, supplier interfaces and operational knowledge with appropriate professional support.

What must remain after the assignment

The permanent organisation should inherit reliable service ownership, transparent cost allocation and a forum that makes timely decisions. Track whether the shared model reduces duplication without creating unmanageable queues or dependencies. The CIO should hand over a service that can adapt to changing needs, with residual issues explicitly owned rather than left between participating teams.

Before you apply — this is an executive role

An interim seat needs work authorisation. A board seat in Germany usually does not.

This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.

Position in Germany
A supervisory board member attending meetings does not require a residence permit. A management-board (Vorstand) appointment for a non-EU national does, and is a substantially heavier process.
