Interim Programme Recovery Manager

The problem this seat exists to solve

The manager will lead recovery of a business and technology programme where scope, progress or delivery confidence needs to be reset. The assignment is to establish the facts, agree the necessary choices and restore controlled execution. It requires honesty about what remains possible without assuming that recovery always means delivering the original plan on the original date.

The first assessment

Review deliverables, evidence of completion, commitments and outstanding decisions. Identify which problems arise from unclear scope, dependencies, supplier performance, resource constraints or weak governance. Separate work that is genuinely complete from work awaiting testing, acceptance or operational preparation.

Present a small number of credible recovery options to the sponsor. Each should explain scope, timing, resources, risk and service consequences. The manager must avoid disguising a substantial reduction in intended outcomes as a scheduling adjustment.

Lead the chosen route

Establish accountable workstream owners, a realistic decision timetable and transparent reporting. Resolve blockers within delegated authority and escalate those requiring sponsor action. Improve the quality of information without burdening teams with reporting that does not support a decision.

Coordinate readiness and handover alongside technical delivery. The programme should not recover its timetable by leaving the receiving organisation unable to operate the result. Track residual work and make its ownership and resource implications explicit.

Qualifications and completion

Candidates should have led programme recovery or comparable complex delivery under pressure. They need technical fluency, structured diagnosis and the ability to rebuild trust among stakeholders. Relevant experience can come from programme or operational leadership; a top-level technology title is not a substitute for evidence of recovery work.

The manager will own the recovery plan and delivery coordination within the approved remit. Material changes to scope, budget or organisational commitments require the relevant approvals. The engagement should end with accepted outcomes, stable ownership and a clear record of remaining limitations. Success includes restoring an accurate account of progress and creating a delivery system that does not depend on the interim manager's constant intervention once the immediate recovery period has ended.

Before you apply — this is an executive role

An interim seat needs work authorisation. A board seat in Germany usually does not.

This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.

Position in Germany
A supervisory board member attending meetings does not require a residence permit. A management-board (Vorstand) appointment for a non-EU national does, and is a substantially heavier process.
