Interim Outpatient Service Recovery Director

United Arab Emirates·Healthcare & Life Sciences·Healthcare operations· Dubai·Posted 6 September 2026

Healthcare operations organisation in United Arab Emirates

The problem this seat exists to solve

The director will lead recovery of outpatient operations where access, coordination or delivery reliability requires focused intervention. Review the service offer, patient communications and the capacity available to fulfil it. The starting point is an honest account of what patients can expect, supported by clinical and operational owners who can deliver those expectations.

Stabilise the immediate experience

Identify avoidable cancellations, long waits within visits, incomplete preparation and failures to coordinate diagnostics or follow-up. Establish a short list of operational priorities and assign clear owners. Work with authorised clinical leaders to ensure that changes to scheduling or patient routing preserve appropriate assessment and care.

Lead daily or weekly recovery coordination at a frequency justified by the problems. Reporting should show resolved causes and patient impact, not merely the number of actions opened. Where demand exceeds sustainable capacity, bring options to the executive team with clear consequences for access, cost and service scope.

Rebuild the ordinary operating system

Improve scheduling, readiness checks, handoffs and escalation so that the service no longer depends on exceptional management attention. Engage frontline staff in testing the changes and address barriers that the initial plan overlooked. Patient feedback should help identify problems that internal measures fail to capture.

The leader required

Candidates need senior outpatient, ambulatory or comparable healthcare operations experience and a record of recovering service performance. They should be able to work decisively with clinical teams while maintaining the boundary between operational authority and clinical judgement. This mandate is not a clinical appointment; any separately agreed practice requires local authorisation.

The director will own recovery implementation within delegated authority. Material spending, staffing and changes to clinical scope require the relevant approvals. The engagement should finish with stable management routines, clear permanent ownership and a transparent account of remaining constraints. Success means a more dependable patient experience and a service plan supported by actual capacity, rather than a temporary improvement produced by unsustainable overtime or the quiet withdrawal of difficult-to-serve patients from the operating measures.

Before you apply — this is an executive role

An interim seat needs work authorisation. A board seat in the United Arab Emirates usually does not.

This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.

Position in the United Arab Emirates
A non-resident non-executive director attending board meetings travels on a visit visa. A resident director role, or any controlled function at a DIFC or ADGM firm, typically requires residency and a work permit.
