The leader must take the Shenzhen seat within seven days for an eight-month recovery. The first forty-eight hours stop unsafe redistribution, protect customers with disputed return events and locate cabinets removed during active rentals. Within three weeks, each district has verified charged supply, open-slot capacity, field-service response and a depot route for held devices. Months two through four re-zone merchant service, cabinet replenishment, repair and charging capacity. The last half introduces holiday and transit surges, tests communications loss and mass battery quarantine, and places the incoming executive in charge of a city rebalance.

Outside scope are cell design, cabinet electrical engineering, payment-platform replacement, consumer-credit regulation and market-entry strategy. The interim cannot force a battery through charge to raise availability, close a rental by editing a physical-return timestamp, put safety-held units into another city, report a cabinet online when no usable issue and return slot exists, or count a recycler pickup as recovered material. The recovered organisation must see customer truth, field capacity, battery condition and unit economics together and must continue doing so after temporary command ends.

The network grew by installed cabinets and registered devices, while a successful customer rental depends on available charge, a working return slot, accurate billing and safe recirculation. What you will own

• Reconcile each sampled device across cabinet slot, issue event, customer rental, return attempt, dock acknowledgement, charge cycle, condition, field movement, repair and retirement.
• Build district capacity from usable charged units, open compatible slots, merchant access, route frequency, charging throughput, repair queue and customer demand by hour.
• Reset field routes for replenishment, full-cabinet relief, offline collection, merchant removal, safety quarantine and depot return without stranding active rentals.
• Establish device and cabinet states that separate connected, customer-usable, physically docked, billing-disputed, low-charge, safety-held, repairable, missing and retired assets.
• Align merchant, customer-care, hardware, field contractor, charging depot, repair and recycler responsibilities around evidence, response clocks, custody and financial adjustment.
• Exercise festival surge, metro disruption, network communications loss and battery-cohort hold while measuring successful issue, legitimate return and customer resolution.
• Recruit and coach the permanent executive, transferring district designs, merchant disputes, hardware defects, safety cohorts, repair economics and expansion constraints.

Candidate qualifications

• Has held executive command of shared devices, portable charging, rental hardware or another dense merchant-hosted asset network.
• Can evidence recovery where installed locations and registered assets materially overstated safe, customer-usable circulation capacity.
• Understands lithium power banks, cabinet slots, charging and battery-safety interfaces, field service, merchant access, customer billing, repair and asset balancing.
• Has restored customer outcomes while preserving qualified battery, electrical, firmware, fraud and legal authority.
• Can distinguish device registered, charged and released unit, successful issue, acknowledged return, customer-resolved cycle and authorised retirement.
• Has transferred city-scale circulation operations after communications loss, demand surge and battery-quarantine exercises.
