A West African port needs a five-month queue architecture that connects arrival readiness, anchorage safety, berth sequence and service availability without rewarding premature vessel arrival.
The mandate
Vessels arrive to secure queue position before cargo, documents, berth, pilots or terminal resources are ready, filling anchorages and creating security and collision exposure. Each terminal applies different priority, agents challenge timestamps and exceptional movements are agreed through calls that do not enter the queue record. The defined problem is a transparent readiness-and-sequence operating model, not traffic-control software, tariff reform or nautical direction.
The deliverable is an anchorage and queue book containing arrival states, readiness evidence, queue clocks, priority classes, exception authority, anchorage capacity, service dependencies, berth sequence and recovery rules. Fifteen historic and eight live calls form the case library. VTS procurement, tariff design, port regulation, navigation advice and concession negotiation are excluded.
Fifteen historic port calls and their disputed event sources must be reconstructed for the week-three milestone. At week seven, the harbour and terminals decide the arrival states, queue clocks and priority rules. Four live calls test ordinary use by week twelve. Four further calls under disruption determine whether the model survives the week-sixteen gate. The month-five milestone closes only with acceptance of the queue book, source-linked measures, user guide and 90-day adoption backlog.
Acceptance requires agents, terminals and harbour control to classify all eight pilots consistently and identify the same readiness, queue time, priority, exception and berth owner. Pilots must reduce avoidable anchorage without unsafe traffic compression or displaced terminal queues. The council accepts when nautical officers confirm authority boundaries, source timestamps reproduce measures and permanent coordinators run two weekly cycles unaided.
The client will provide arrival notices, AIS and VTS events, agent declarations, cargo and customs status, berth plans, pilot and tug orders, anchorage restrictions, security events and terminal readiness. It will nominate harbour and terminal sponsors, secure user participation and resolve policy questions within five business days. Harbourmasters, masters and terminals retain all live traffic, navigation and berth decisions.
Why this is external work
Terminals protect their own berths, agents protect customer sequence and harbour teams manage physical safety, while no party can redefine shared queue evidence neutrally. Prior process discussions became arguments over historic preference. Independent port operations expertise can design common rules without selling VTS or deciding live vessel order.
What you will own
- Reconstruct fifteen calls across notice, physical arrival, cargo, document, berth, pilot, tug and terminal readiness evidence.
- Define arrival and readiness states that prevent premature anchoring from earning an unsupported queue advantage.
- Design priority and exception rules with evidence, authority, expiry, user visibility and later review.
- Model safe anchorage capacity, weather, vessel condition, security and nautical service dependencies.
- Pilot eight calls and record queue, anchorage, berth, terminal and customer consequences from source events.
- Stress-test late cargo, berth outage, casualty and service shortage without inventing additional safe capacity.
- Deliver the accepted queue book, case library, measures, user guide and funded 90-day backlog.

- Led traffic and berth coordination in a congested multi-terminal port with contested vessel queues.
- Has removed incentives for premature arrival while preserving safe anchorage and customer transparency.
- Understands notice, readiness, VTS, pilotage, towage, berth and terminal dependencies operationally.
- Can design sequence rules without offering navigation, tariff, regulatory or concession advice.
- Piloted queue change on live calls with agents, terminals and harbour officials participating.
- Delivered a governed method whose event evidence users could independently reproduce across peak arrival banks and weather-constrained berth closures internationally.
