The mandate

Customer demand rose while thousands of tanks sat at consignee sites, cleaning queues or depots with incomplete last-product and inspection evidence. Allocation teams counted geographic equipment, but product compatibility and next-test dates made much of it unusable. Emergency repositioning increased empty cost and demurrage. The fleet leader departed after two hazardous-product loads were delayed by disputed readiness. The interim assumes 3PL fleet authority while dangerous-goods, inspection and cleaning specialists retain technical decisions.

The appointment starts within two weeks and runs ten months through peak chemical demand, depot contract reset and permanent search beginning in month three. The first twenty days secure unknown-status equipment, high-consequence bookings and overdue inspections. Months two through six rebuild custody, cleaning, testing, maintenance, allocation and customer-return controls. The final phase proves regional balancing through port closure, cleaning loss and concurrent-demand exercises before successor-led fleet reviews.

Handover is complete when the permanent leader has chaired eight reviews, all tanks have attributable location and service state, inspection and last-cargo evidence supports allocation, customer-held dwell follows escalation, and three months of bookings reconcile promised to technically eligible equipment. The successor inherits fleet archetypes, depot and customer cures, cleaning constraints, repositioning economics, inspection backlog, subcontractor risk, damaged units and a ninety-day decision plan.

The interim may quarantine uncertain tanks, reallocate eligible equipment, reprioritise approved cleaning and maintenance, redirect empties, suspend a depot process and approve temporary leases within budget. Dangerous-goods compatibility, inspection certification, cleaning release, disposal, customer liability, permanent appointments, fleet purchase or expenditure above EUR8 million requires qualified specialists, legal, executive or committee approval. No commercial priority can override technical eligibility.

Product classification, chemical sales, regulatory interpretation, ownership restructuring and replacement of the global fleet platform are outside scope. Recovery cannot improve utilisation by counting tanks awaiting clean or inspection, reset dwell after customer contact, accept undocumented prior cargo or exhaust inspection capacity without risk priority. The remit is usable fleet availability, controlled custody and honest customer service followed by permanent 3PL handover.

Why this seat is open

Nominal utilisation hid the difference between a located tank and one legally, technically and commercially usable for the next cargo. The departure left allocation, depots and customers disputing the same fleet truth. The provider needs a tank-logistics operator able to quarantine uncertainty, rebalance scarce assets and preserve specialist authority under active bookings.

What you will own

• Reconcile tank identity, owner, location, custody, last cargo, clean, inspection, maintenance, booking, movement and return state globally.
• Decide eligible fleet allocation, empty repositioning, depot priority and temporary leasing within delegated commercial authority.
• Reset customer-held asset controls for free time, expected return, contamination, damage, collection and escalated recovery.
• Establish service-state rules separating geographically present, empty, cleaned, inspected, compatible, reserved and dispatchable tanks.
• Close depot and customer failures through physical counts, certificate sampling, booking journeys and attributable custody evidence.
• Exercise port closure, cleaning-station loss, inspection backlog, contamination, customer non-return and regional demand surge.
• Induct the permanent leader and transfer asset risks, depot cures, customer disputes and repositioning decisions.

Candidate qualifications

• Has held executive tank-container, chemical fleet or comparable hazardous reusable-asset logistics responsibility globally.
• Can evidence availability recovery after nominal fleet counts concealed cleaning, inspection or compatibility constraints.
• Understands ISO tanks, prior-cargo restrictions, cleaning, testing, maintenance, dangerous goods, depots and empty repositioning.
• Has allocated scarce equipment while preserving technical inspection, cleaning-release and dangerous-goods authority.
• Can distinguish known location, empty tank, clean certificate, test validity, cargo compatibility and dispatchable availability.
• Has handed a recovered global reusable-asset fleet to permanent leadership after regional disruption exercises.

Non-negotiables

• Can start onsite in Antwerp within two weeks and rotate monthly through international depots.
• Will not certify tanks, approve cleaning, determine cargo compatibility or override dangerous-goods restrictions.
• Brings direct tank-container fleet authority; container leasing or chemical forwarding alone is insufficient.
• Will retain customer-held, dirty, test-due, damaged, reserved and compatibility-blocked tanks in utilisation reporting.
