A Brussels express network appoints a nine-month examiner to challenge whether peak plans survive hub, customs, aviation and last-mile constraints without assuming executive line authority.
The mandate
Peak plans add labour and sort hours from parcel forecasts while customs data quality, air uplift, road-driver availability and delivery-stop density determine usable throughput. Local contingency often diverts volume into the next hub without testing its departure or clearance capacity. The board’s standing question is whether the network can contain compound failure without losing custody truth or promising impossible delivery.
The adviser commits four days monthly: one reviewing flow evidence, two challenging gateway and network leaders, and one preparing or attending the committee. Five meetings and six peak-plan examinations are included. Written challenge on an urgent capacity purchase or embargo proposal will be returned within three business days, without directing parcel flow.
The appointment lasts nine months through planning, peak execution and the post-event review. One two-month renewal may be authorised if an unplanned customs or aviation restriction materially changes the network envelope. The committee decides after refreshed disclosures; routine action tracking or participation in daily peak command does not support continuation.
The examiner has no line authority and carries no executive responsibility for acceptance, routing, uplift, customs, hubs, drivers, security, customer commitments or embargoes. Management runs the network; authorities control borders and aviation; accountable officers own safety and security. The adviser may press assumptions and triggers but cannot divert a parcel or book capacity.
Current work for competing carriers, airlines, postal operators, customs brokers, automation suppliers, gig-delivery platforms or logistics investors must be disclosed. The scope excludes security assurance, customs advice, aviation contracting, vendor evaluation, live control, labour negotiation, individual customer remedies, incident investigation and assessment of named executives.
Why the board wants this voice
The committee receives detailed functional plans but lacks a former end-to-end network commander able to see where one contingency exports failure elsewhere. Independent challenge can expose coupled capacity, custody and promise risk before peak commitments are locked while preserving management’s live control. It will test whether recovery still functions when border, uplift and delivery clocks compress together under sustained peak pressure.

- Test local contingencies for downstream capacity, departure clocks, custody visibility and customer consequence.
- Challenge capacity purchases that lack a binding-constraint, activation-time and fallback rationale.
- Examine embargo and promise rules for timing, evidence, fairness, recoverability and commercial leakage.
- Compare gateways through common usable-throughput, clearance, miss, backlog and recovery definitions.
- Maintain a committee ledger of contested premises, trigger points, commitments, expiry dates and peak outcomes.
- Probe six scenarios combining hub loss, customs delay, uplift shortage, cyber outage and last-mile disruption.

- Understood customs, aviation, security and labour boundaries without offering unauthorised operational direction.
- Advised boards while preserving management ownership of network control and customer commitments.
- Maintained documented continuing professional independence from carriers, airlines, brokers, automation suppliers, platforms and logistics investors globally.
Non-negotiables
