The mandate

Successive border closures and funding restrictions forced emergency commodities through changing routes and implementing partners. Stock is visible by warehouse but not always by donor restriction, intended population, shelf life or feasible access. The supply director resigned after a diversion preserved tonnage while medicine arrived too late and shelter stock entered a corridor without an accountable last-mile partner.

The interim starts within one week for twelve months, assuming corridor authority through winter response, funding transition and permanent succession. The first thirty days establish programme-to-beneficiary inventory and access truth; later work builds route portfolios, partner capacity and decision discipline. Permanent recruitment begins in month six, with eight weeks of paired command and one unannounced access-loss exercise before handover.

Handover requires needs and stock reconciliation, donor and product restrictions, route eligibility, partner capacity, security thresholds, diversion rights, cold and controlled-item safeguards, proof of delivery and residual-risk ownership. Completion is demonstrated when the successor responds to simultaneous border closure and partner suspension without unsafe reroute, unapproved end use, lost custody or interim contact.

The leader may reprioritise non-clinical shipments within approved programme decisions, redirect routes, reserve warehouses and transport, suspend an unsafe partner flow, replace response leads and release $95 million of authorised logistics funding. Beneficiary targeting, clinical prioritisation, security acceptance, sanctions interpretation, permanent partner appointment and donor variation require accountable approval.

Advocacy, conflict negotiation, programme design, clinical standards, supplier sourcing, donor fundraising and long-term fleet acquisition are excluded. The interim cannot pressure security clearance, relabel restricted stock, trade proof of delivery for speed, move controlled items through unapproved partners or treat tonnes delivered as evidence of beneficiary outcome. Every diversion requires expiry and reconciliation.

Why this seat is open

The previous director left after review found that route recovery protected aggregate movement but not product purpose or last-mile accountability. Temporary command is required because active crises and winter demand cannot pause while the organisation recruits a permanent humanitarian supply leader.

What you will own

• Reconcile need, programme decision, donor restriction, inventory, shelf life, access and partner capacity daily.
• Decide route and resource priorities inside beneficiary, clinical, security, funding and controlled-item boundaries.
• Establish corridor eligibility, diversion triggers, evidence minimums, owners, decision clocks and expiry conditions.
• Build partner capacity and suspension rules around custody, safeguarding, security, delivery and reconciliation evidence.
• Govern medicine, shelter, food and controlled items through different urgency and handling constraints.
• Command six exercises covering border loss, partner suspension, warehouse inaccessibility, funding hold and data outage.
• Transfer corridor authority after the successor leads one compound access-and-partner disruption independently, preserving beneficiary priority, donor restrictions and verified custody throughout rerouting.

• Held regional humanitarian logistics authority across active conflict, displacement or disaster response corridors.
• Managed border, security, donor, partner, warehouse, fleet and last-mile constraints under severe uncertainty.
• Preserved programme restriction and beneficiary accountability while routes and implementing partners changed rapidly.
• Governed medicines and controlled commodities without assuming clinical, security or sanctions approval authority.
• Built proof-of-delivery and custody discipline across remote partners with intermittent information access.
• Transferred emergency logistics command to permanent leadership through live response and access-loss exercise, including constrained funding, incomplete partner reporting and medicine-release decisions.

• Available within one week for Amman residence, corridor travel subject to security approval and six exercises.
• Direct humanitarian corridor command is required; commercial logistics experience alone is insufficient.
• Will disclose governments, agencies, NGOs, donors, carriers, security firms and regional interests.
