The mandate

Multiple housing, water, health and energy projects have placed overlapping orders for cementitious materials, steel sections, glass, insulation, pipe and electrical hardware. A border-route interruption and loss of a consolidation contractor split deliveries from their engineering packages; some sites hold partial quantities that cannot start work, while higher-consequence projects wait. Donor records describe contracted value rather than safely received complete lots. The corridor director left after allocation disputes. The interim receives executive control of material prioritisation, consolidation and transport booking, subject to project, procurement, customs and security authorities.

This is an eighteen-month assignment with mobilisation required inside fifteen days. The opening week establishes verified project readiness, physical stock, committed supply, accessible routes, secure yard capacity and every incomplete package. By day forty-five, the platform operates a cross-project allocation and convoy calendar tied to authorised work fronts. Months three through nine recover supplier and corridor options and reduce stranded partial lots. The following six months embed seasonal buffers and regional teams. During the final quarter, the chosen successor must lead through a corridor closure, sudden priority change and audit sample while the interim observes and coaches.

The position ends when the permanent officer has chaired twelve allocation councils, priority projects sustain sixteen weeks of complete-lot availability within declared security limits, and samples reconcile donor purchase order, origin documents, border event, consolidation, site receipt, quality hold and installed-project release. The successor inherits supplier concentration, route and railhead constraints, damaged or held material, partial-package exposure, site storage limits, price and currency risks, donor conditions, community escalations and a six-month decision calendar. Recruitment and security clearance begin by month four.

Inside approved procurement instruments and a EUR480 million operating envelope, the interim may sequence purchase releases, rebalance unassigned conforming material, reserve rail, road and secure-yard capacity, consolidate project lots, cap site dispatch until readiness is evidenced, suspend a carrier, divert through approved corridors and commission physical counts. Project scope, donor eligibility, customs release, technical material acceptance, security travel permission, supplier award, permanent appointment and commitments above delegation remain with the relevant owner, authority, engineer, council or procurement body.

Outside scope are engineering design, selection of reconstruction beneficiaries, military logistics, public-security command, customs adjudication and certification of installed works. The leader cannot route staff or cargo against security instruction, break donor restrictions to fill another project, send material to an unready site merely to clear a yard, count border passage as project delivery or blend quality-held stock into available supply. Recovery must preserve provenance and project purpose while making incomplete packages, route risk, stranded value and lawful alternatives visible enough for durable succession.

Why this seat is open

The corridor shock revealed that procurement awards and border arrivals had been mistaken for construction readiness. Projects need joined kits, timed to safe sites and authorised work, not isolated tonnes distributed by political volume pressure. A senior cross-project operator is required now to make scarce capacity executable while donors, engineers, customs and security organisations keep their proper powers.

• Select and develop the permanent officer, transferring allocation precedents, unresolved claims, corridor options, supplier risks and upcoming project-release decisions.

Candidate qualifications

• Has held executive materials or project-logistics authority across national reconstruction, major infrastructure or multi-project emergency programmes.
• Can evidence recovery where contracted or imported material failed to create complete, site-ready construction packages.
• Understands construction sequencing, cross-border corridors, rail and road capacity, consolidation yards, donor controls, site logistics and material custody.
• Has allocated scarce supply while preserving engineering acceptance, public-security, customs, procurement and beneficiary-selection authority.
• Can distinguish awarded supply, shipped material, border-cleared lot, secure-yard stock, complete site package and authorised project receipt.
• Has completed a long-horizon successor transfer after live corridor loss, priority change and audit challenge.

Non-negotiables

• Can begin in Kyiv within fifteen days, obtain required clearance and travel only under approved security arrangements.
• Will not direct military movements, overrule security or customs, alter beneficiary choice, accept materials technically or bypass donor conditions.
• Brings direct reconstruction or major project-corridor command; general construction procurement without logistics authority is insufficient.
• Will keep partial packages, donor restrictions, blocked routes, security deferrals, quality holds and site unreadiness visible in every council pack.
