The mandate

The digital-delivery executive was dismissed after a superseded structural coordination package remained accessible as current and informed work in two zones. Site assurance contained the affected scope, but transmittal, model, issue, approval and contractor acknowledgement evidence is inconsistent across the common-data environment and local document stores. The programme has frozen several dependent work packages pending one accountable recovery position.

The interim must arrive within two weeks for ten months, leading impact review, platform control, construction restart, commissioning evidence and successor transition. A permanent search begins after the first eight-week baseline defines the future role. Six weeks of overlap are planned; extension is possible only if a statutory investigation or physical remediation sequence delays final evidence beyond the original term.

Handover requires every active work package to resolve to approved design, model federation, issue status, transmittal, contractor receipt, field query, change and as-built obligation; affected construction must be dispositioned; and two unannounced revision exercises must pass. The successor will authorise an unseen design issue and accept residual contractor, legacy-store and commissioning-record debt.

The interim may quarantine records, revoke misleading status, freeze dependent information releases, direct the approved MX$480 million recovery and appoint temporary information managers. Physical-work restart, design approval, contractor liability, permanent hiring and spend above budget require authorised engineering, delivery or board approval. The platform seat cannot approve structural design or instruct unsafe site activity.

Design redesign, claims negotiation and replacement of the overall project-control suite are outside this assignment. The authority may require interfaces and evidence but does not own commercial settlement, site safety or historic file cleansing without live construction, commissioning or legal consequence. Recovery must create authoritative current information without erasing the record of what teams actually received.

  • Transfer authority through unseen issue release, site observation and successor acceptance of contractor and as-built debt.
