The mandate

Alternative-fuel expansion coincided with worsening limestone variability and a maintenance deferral, producing unstable kiln feed, repeated stops and clinker that consumes grinding capacity to meet specification. Plant leaders dispute whether fuel, quarry blending or equipment condition is primary. The operations executive was removed after reported output recovered briefly by drawing down clinker inventory and deferring refractory intervention.

The interim begins within fifteen days for thirteen months, covering diagnosis, one major shutdown and two stable production campaigns. Weeks one through eight establish material-and-energy truth and the binding loss tree; authorised repairs and operating changes follow. A permanent search starts after the shutdown scope is frozen, with two months for paired campaign leadership and final outage-loss challenge.

Handover requires quarry-to-dispatch mass balance, raw-feed and fuel envelopes, bad-actor retirement, refractory strategy, maintenance windows, quality decision gates, clinker buffers and dispatch priorities. Completion is proven when the successor runs ninety uninterrupted days through a quarry-quality excursion and fuel-supply loss while meeting safety, emissions, clinker quality, energy and customer-service thresholds without interim arbitration.

The leader may alter quarry blending, kiln and mill operating windows, fuel mix within approved permits, maintenance priorities, clinker allocation and dispatch sequencing; stop unsafe production; replace recovery leads; and release E£2.8 billion of authorised work. Permit changes, permanent workforce action, long-term fuel contracts and capital above delegation require board approval. Quality and EHS retain release and statutory authority.

New greenfield capacity, market pricing, quarry acquisition, permit negotiation, corporate refinancing and enterprise-system replacement are excluded. The interim cannot overburn clinker to mask feed instability, postpone safety-critical work for monthly tonnes, exceed emissions envelopes, dilute laboratory independence or count inventory drawdown as sustained output recovery. All temporary operating deviations require owners and expiry dates.

Why this seat is open

The previous executive left after the board found that short-term output reporting hid worsening equipment and inventory exposure. Temporary line authority must join quarry, process, maintenance, quality and dispatch before the shutdown window closes while a permanent integrated-operations leader is recruited.

• Command five scenarios covering crusher loss, fuel interruption, refractory alarm, laboratory delay and dispatch surge.
• Hand authority to the successor after ninety stable days and one combined material-and-fuel disturbance.

• Held integrated cement-plant authority across quarry, kiln, grinding, maintenance, quality and dispatch operations.
• Recovered unstable pyroprocessing involving raw-feed variability, alternative fuels and deteriorating critical rotating asset condition.
• Built mass, energy and inventory truth that separated genuine throughput from clinker-stock consumption.
• Led major shutdown scope and restart while protecting process safety, emissions and product specification.
• Reconciled production, maintenance and commercial priorities across multiple plants and constrained distribution terminals.
• Transferred recovered campaign control to permanent leadership through a complex live process disturbance entirely successfully.

Non-negotiables

• Available within fifteen days for Cairo residence, twelve plant rotations and five simulations.
• Direct integrated-cement turnaround authority is required; general continuous-process exposure is insufficient.
• Will disclose cement producers, fuel suppliers, equipment makers, contractors, quarries and trading interests.
