The mandate

The cargo operations head was suspended after a smouldering grain parcel reached a loading conveyor and stopped a vessel operation. Moisture, temperature, intake source, fumigation and dwell evidence cannot reconstruct how the parcel moved through blended silos. Traders press to release unaffected stock, laboratories disagree on sampling reach and fire teams lack product-specific access plans. A temporary executive must contain risk and restore an evidence-based export flow.

The grain emergency allows seven days to install temporary command and six months to leave a stable system; investigation and permanent recruitment continue on separate tracks. The first 14 days isolate uncertain stock, rebuild silo genealogy and secure monitoring and response coverage. Revised intake, segregation and loading gates are tested through two harvest export waves. The final month closes actions that do not depend on incident causation, conducts the silo emergency exercise and puts live cargo decisions in the successor’s hands.

Transfer is earned lot by lot: intake, condition, treatment, blend and loading disposition must trace for all stored grain. Every silo also needs a monitored operating envelope and safe access plan, both export waves must meet quality and safety thresholds, and the emergency exercise must close without unowned product movement. Quarantined stock, unresolved laboratory opinions, customer and vessel obligations, equipment limitations and the next harvest plan pass intact to the successor.

The interim may quarantine cargo, stop conveyors and loading, direct terminal teams, require resampling, change silo allocation and approve emergency measures up to BRL 10 million. Cargo destruction, liability admission, permanent appointments, contract settlement and capital above delegation require authorised approval. The leader cannot command a vessel, certify laboratory methods, determine investigation blame or release cargo held by public authorities.

Long-term silo expansion, trading strategy, legal defence and wholesale automation replacement are outside scope. The executive will preserve evidence and provide operating requirements but will not become surveyor, laboratory authority or claims counsel. This is a time-bound safety and cargo-integrity recovery through the current harvest infrastructure.

Why this seat is open

A suspension followed a high-consequence event while large export volumes remained committed. Local silo, lab and berth owners cannot arbitrate quarantine and loading across the full cargo genealogy. The board has granted temporary authority to protect people, cargo and customers without prejudging the independent investigation.

Candidate qualifications

• Held grain terminal or bulk-cargo authority across intake, storage, conditioning and vessel loading.
• Has contained self-heating, fumigation, contamination or comparable stored-product danger without losing cargo genealogy.
• Understands moisture, temperature, sampling, blending, aeration, conveyor and ship-loading interfaces operationally.
• Can quarantine commercial stock while preserving laboratory, surveyor, authority and customer decision boundaries.
• Personally commanded silo and berth recovery through a live harvest-volume commitment.
• Completed a permanent handover after emergency controls were exercised, routine export flow restored and audit-ready exception ownership established.

• Brings direct bulk-grain condition authority; commodity trading or laboratory work alone is insufficient.
• Accepts vessel, laboratory, public-authority, investigation, liability and board boundaries.
