An East African climate insurer needs a ten-month executive geospatial authority after boundary defects delayed payouts, restoring event-to-policy evidence and handing permanent leadership a qualified claims platform.
The mandate
The geospatial-platform head resigned after farm-boundary version errors placed a cohort of insured plots outside the rainfall-event surface used for payout processing. Claims teams caught many cases through local partner challenge, but policy, boundary, weather and trigger evidence cannot be recreated consistently at the effective date. Supervisors want a bounded impact review and one accountable leader before the next seasonal event window.
The interim must start within three weeks for ten months, leading investigation, platform correction, live season and permanent-successor transfer. Recruitment begins after affected policies are identified in month two and the future role’s claims accountability is agreed. Six weeks of overlap are reserved; extension is likely only if a declared climate event during transition requires continuity through payout reconciliation.
Handover requires every active policy to resolve to the correct effective farm geometry, weather source, event surface, trigger version and payout disposition; the affected cohort must be independently reviewed; and two seasonal simulations plus one live event must reconcile within agreed time. The successor will authorise an unseen trigger run and accept source, model, partner and boundary risks.
The interim may suspend automated payouts, quarantine geometry versions, require manual review, direct the approved KSh1.4 billion remediation and appoint temporary geospatial-control leads. Customer redress, policy wording, risk-appetite change, permanent appointments and expenditure beyond budget require Claims, Risk or committee approval. The authority can control the data path but cannot approve claim eligibility outside delegated operational limits.
Pricing models, distribution-partner strategy and wholesale replacement of the policy platform are outside this assignment. The leader may demand traceable interfaces and source assurances but does not own crop science, product design or historical parcel cleansing unrelated to an active policy or defensible retention need. Remediation must focus on equitable, reproducible event and payout evidence.

The boundary defect damaged confidence in a product whose promise depends on swift, objective payment, and resignation removed authority at the intersection of geospatial and claims operations. Local teams know affected farmers but cannot independently set platform standards. A temporary executive must complete fair review, withstand the next season and leave permanent leadership qualified controls.
What you will own
- Bound the affected policy population by reconstructing enrolment geometry, coordinate system, version, event intersection, trigger calculation and payout outcome.
- Establish effective-dated identity and topology controls for farms, plots, administrative areas, weather cells and portfolio aggregation.
- Decide when automated processing may proceed, must display uncertainty, requires local corroboration or needs accountable manual claim review.
- Qualify weather and satellite sources for latency, coverage, calibration, spatial resolution, outage, revision and contractual evidence.
- Direct seasonal exercises covering boundary edits, overlapping plots, missing observations, revised event surfaces and partner-file delay.
- Build regulator and customer evidence connecting each correction to affected policies without substituting platform analysis for redress decisions.
- Transfer authority through an unseen trigger calculation, live-event retrospective and successor acceptance of unresolved boundary and source limitations.
Candidate qualifications
- Held executive geospatial or claims-data authority in parametric insurance, agriculture finance, disaster response or another spatially determined service.
- Reconstructed effective farm or asset geometry after boundary change and quantified impact on policy, payment or regulated decision outcomes.
- Governed weather, satellite and partner data whose revision, resolution and collection gaps materially changed automated triggers.
- Worked across claims, model risk, product, regulators and field partners while preserving each party’s distinct judgement.
- Led fair cohort review after a data defect and communicated uncertainty without delaying undisputed payments unnecessarily.
- Handed a repaired geospatial platform to permanent leadership through live event operation and independently repeated trigger evidence.

- Available within three weeks with Nairobi presence and travel to insured agricultural regions during validation and live-event review.
- Has carried consequential geospatial decision authority; mapping or remote-sensing analysis without claims or operational accountability is insufficient.
