A Helsinki engineering board appoints a ten-month challenger to test leadership standards against real project decisions and employee outcomes without holding executive, assessment, employment or approval authority.
The mandate
The firm launched global leadership principles after project overruns and employee feedback exposed inconsistent escalation, delegation and technical challenge. Self-assessment and course completion are high, yet client concessions, resource trade-offs and safety decisions still vary materially by leader and office. The board wants evidence that standards shape consequential conduct rather than remain communications language.
The adviser will challenge behavioural specificity, work context, evidence sources, reinforcement, consequence, cultural translation and consistency across project, discipline and country leadership. Review will examine actual decisions involving estimate pressure, technical dissent, client scope, junior supervision, resource conflict and wellbeing, without assessing named executives or substituting for performance management. Client power and professional-duty conflicts require explicit documented treatment in each standard.
The appointment runs for ten months with six de-identified project-decision examinations, monthly evidence reviews and five committee sessions. A standard-to-consequence map will precede each meeting. Renewal is limited to one month if a major project failure during the original term exposes a leadership behaviour not covered by the approved standards.
The challenger has no line authority, executive responsibility, individual-assessment authority, employment authority, project authority, safety authority or approval authority. Management defines standards and manages leaders; project executives make delivery decisions; authorised functions investigate failures. The adviser may question evidence and recommend revision but cannot rate people, choose successors, coach executives or impose consequences.
Relationships with leadership consultancies, assessment providers, clients, engineering partners, insurers, investigators and senior executives must be disclosed. Referral economics are prohibited. The remit excludes individual assessment, succession, coaching, performance decisions, project review, safety investigation, curriculum delivery and assurance of leader conduct.
Why the board wants this voice
Leadership language can be universally agreeable while offering little guidance when commercial, technical and people obligations conflict. Directors need a challenger who can test whether standards discriminate good decisions from poor ones in real work without turning board oversight into individual evaluation or operational interference.

- Compare project, discipline and regional interpretations for material inconsistency, cultural ambiguity and conflicting commercial incentives.
- Trace estimate, resource, client, safety, wellbeing and technical-dissent decisions to standard expectations.
- Examine reinforcement through manager routines, project reviews, recognition, escalation and consequence management.
- Distinguish aggregated governance evidence from prohibited individual assessment and protected case information.
- Maintain a senior, committee-visible board ledger of vague standards, contradictory leader signals, regional evidence gaps and documented management response.
- Stress-test the framework with scope pressure, technical dissent, resource conflict and client escalation.
