The mandate

By day twenty, each restoration dispatch must have an engineered bill, compatibility check, complete kit and accountable return route. Months six and seven rehearse a bridge loss and warehouse flooding; the last two months place the permanent leader in command through a live severe-weather activation.
Transfer is complete only when the successor chairs six national restoration reviews, 95% of sampled site missions reconcile issue, installation, removed unit and unused return, and priority spares meet defined response bands for twelve weeks across four regions. Outside scope are radio-network design, spectrum decisions, tower structural approval, civil reconstruction and replacement of the asset platform. Recovery cannot count water-exposed equipment as available, send a field team on an unverified kit, strip an asset without recording the donor, or close a restoration order before service and returned-material evidence reconcile. The interim must create deployable kits and visible recovery choices under uncertain access, then leave regional leaders able to sustain the model without central heroics.

- Establish field loops for issued parts, installed serials, removed units, unused material, repair candidates, warranty evidence and controlled cannibalisation.
- Reset vendor, tower-company, carrier and charter interfaces around cut-offs, compatibility, emergency release, proof of delivery, access failure and secure return.
- Exercise inaccessible depot, bridge loss, airfield constraint and simultaneous power-system demand while measuring complete mission success rather than warehouse dispatch.
- Recruit and coach the permanent field-supply leader, transferring regional buffers, single-source exposures, repair partners, access playbooks and unresolved insurance cases.
Candidate qualifications
- Has held executive telecom field-service or infrastructure-spares authority through cyclone, flood, conflict or comparable access disruption.
- Can evidence recovery where system inventory materially overstated compatible, serviceable and reachable restoration kits.
- Understands radio and transmission spares, power systems, batteries, generators, serial compatibility, field kitting, repair loops and remote transport.
