The appointment starts within ten days and covers nine months of service restoration, rainy-season hardening and successor transition. The first five days establish the hundred highest-consequence sites, reachable depots, confirmed serviceable spares, field-team locations and transport options. By day twenty, each restoration dispatch must have an engineered bill, compatibility check, complete kit and accountable return route. Months two through five rebuild regional positioning, damaged-part recovery and vendor replenishment. Months six and seven rehearse a bridge loss and warehouse flooding; the last two months place the permanent leader in command through a live severe-weather activation.

Transfer is complete only when the successor chairs six national restoration reviews, 95% of sampled site missions reconcile issue, installation, removed unit and unused return, and priority spares meet defined response bands for twelve weeks across four regions. The handover contains water-exposed stock, serial and firmware compatibility, cannibalised assets, critical single-source parts, battery and generator loops, charter and road alternatives, site-access constraints, outstanding insurance evidence and a ninety-day buffer decision plan. The interim may quarantine exposed stock, reallocate confirmed serviceable parts, require pre-dispatch kit validation, reposition regional buffers, book approved road or air transport, reserve repair capacity, pause low-consequence issues, suspend a depot or carrier and authorise emergency buys within the MZN1.6 billion recovery envelope. Radio configuration approval, network change, site work release, dangerous-goods acceptance, public restoration priority, permanent appointments, supplier termination and expenditure above delegation require engineering, safety, legal, government-liaison or committee approval.

Outside scope are radio-network design, spectrum decisions, tower structural approval, civil reconstruction and replacement of the asset platform. Recovery cannot count water-exposed equipment as available, send a field team on an unverified kit, strip an asset without recording the donor, or close a restoration order before service and returned-material evidence reconcile. The interim must create deployable kits and visible recovery choices under uncertain access, then leave regional leaders able to sustain the model without central heroics.

Cyclone response exposed a dangerous gap between accounting stock and compatible equipment that could reach a priority site with the right crew and tools. The operator needs an executive who has commanded field-service material during damaged infrastructure, not only a planner who can increase purchase orders. Engineering retains technical priority; the interim makes its decisions executable across the physical network.

What you will own

• Rebuild a daily view linking site consequence, engineering work order, compatible bill, serviceable stock, kit completeness, crew, safe route, transport and restoration evidence.
• Quarantine and inspect storm-exposed depots, retaining water contact, packaging failure, serial identity, electrical test status and insurance custody for every affected cohort.
• Allocate radios, transmission units, rectifiers, batteries, generator parts and fibre kits across regions according to service impact and replenishment uncertainty.
• Establish field loops for issued parts, installed serials, removed units, unused material, repair candidates, warranty evidence and controlled cannibalisation.
• Reset vendor, tower-company, carrier and charter interfaces around cut-offs, compatibility, emergency release, proof of delivery, access failure and secure return.
• Exercise inaccessible depot, bridge loss, airfield constraint and simultaneous power-system demand while measuring complete mission success rather than warehouse dispatch.
• Recruit and coach the permanent field-supply leader, transferring regional buffers, single-source exposures, repair partners, access playbooks and unresolved insurance cases.

Candidate qualifications

• Has held executive telecom field-service or infrastructure-spares authority through cyclone, flood, conflict or comparable access disruption.
• Can evidence recovery where system inventory materially overstated compatible, serviceable and reachable restoration kits.
• Understands radio and transmission spares, power systems, batteries, generators, serial compatibility, field kitting, repair loops and remote transport.
• Has allocated scarce material without taking network-engineering, site-safety, public-priority or spectrum decisions.
• Can distinguish recorded stock, physically found unit, tested spare, compatible complete kit, installed restoration and accountable return.
• Has handed national field-supply command to permanent leadership after live severe-weather and depot-loss exercises.

Non-negotiables

• Can start onsite in Maputo within ten days and rotate weekly through damaged depots and field restoration bases.
• Will not approve tower safety, configure networks, release dangerous goods, set public restoration priority or hide cannibalised assets.
• Brings direct telecom or infrastructure field-service command under impaired access; general procurement experience is insufficient.
• Will preserve water exposure, incompatibility, unreturned parts, failed missions and inaccessible sites in every recovery measure.
