A building-platform provider needs four months to redesign partner quality after certified integrators delivered inconsistent controls, weak telemetry and costly commissioning across hospitals, offices and campuses.
The mandate
The provider scales through regional integrators, yet buildings with the same certified design show radically different sensor quality, controls behaviour, energy outcomes and cyber hygiene. Certification tests individuals on product knowledge but ignores team composition, commissioning discipline and field support. The defined problem is to build a partner-quality system that makes deployment outcomes predictable without converting the provider into the prime contractor for every hospital, office and campus.
The deliverables are a partner capability segmentation, solution-boundary standard, commissioning evidence model, field-quality score, certification redesign, remedy ladder and ecosystem governance blueprint. The model must cover controls sequence, sensor calibration, network and identity configuration, telemetry completeness, occupant overrides, safety interfaces, handover documentation, performance tuning and post-occupancy support. It must also allocate responsibility among provider, integrator, contractor, operator and customer.
Three milestones run across four months: week four accepts a forensic comparison of six contrasting sites; week ten approves the target capability, evidence and remedy model after blind partner calibration; and week seventeen delivers the certification transition, commercial consequences, governance, tooling requirements and launch plan. Billing follows acceptance of those three milestone packages.
Acceptance requires different assessors to reach consistent conclusions on representative commissioning evidence, integrators to understand which outcomes and artefacts they own, and field teams to distinguish product defect from design, installation, configuration or operation. The president also requires a transition path for existing certified partners, proportional treatment of smaller specialists and measurable customer remedy when a partner repeatedly fails after support.
The client provides site designs, commissioning packs, telemetry samples, incidents, energy and comfort outcomes, certification records, partner contracts, warranty claims, support effort and access to selected facilities and integrators. The consultant does not certify live partners, modify building controls, issue safety or cyber approvals, renegotiate agreements, inspect for statutory compliance or operate remediation. Client quality and commercial officers own decisions.
Why this is external work
Channel teams benefit from a large certified network, product teams attribute field variation to integrators and partners attribute it to platform limitations. Existing quality data is therefore filtered through commercial ownership. An external specialist can compare real sites across those boundaries, design evidence around building outcomes and create remedies that protect customers without assuming the provider controls every trade and operating decision onsite.
What you will own
- Compare site outcomes across design, installation, controls sequence, calibration, configuration, commissioning, handover and operation.
- Define partner capabilities by building complexity, systems scope, regulated environment, geography, workforce and demonstrated field outcome.
- Establish commissioning evidence for devices, networks, identities, telemetry, sequences, alarms, overrides, safety interfaces and operator handover.
- Redesign individual and organisational certification with observed practice, renewal evidence, scope limits and assessor calibration.
- Create a remedy ladder spanning coaching, supervised work, corrective plans, scope restriction, suspension and customer restoration.
- Align commercial incentives with first-time quality, telemetry completeness, commissioning closure, warranty burden and sustained performance.
- Deliver transition rules, governance, scorecards, tooling needs and ownership across provider, partner and customer boundaries.
Candidate qualifications
- Has governed implementation-partner quality for building controls, industrial platforms or another hardware–software field ecosystem.
- Understands commissioning, sensor calibration, controls sequences, networks, telemetry, cyber configuration and operator handover in live facilities.
- Has redesigned certification to measure organisational delivery capability and observed outcomes rather than course completion.
- Can allocate accountability across product provider, integrator, contractors, facility operator and customer without inventing contractual authority.
- Has imposed fair remedies on commercially important partners while maintaining service and recovery for affected customers.
- Produces evidence models that field assessors, integrators, quality leaders and commercial teams can apply consistently.
Non-negotiables
- Can attend the Singapore working cadence, all three site assessments and the scheduled integrator calibration forum.
- Will disclose relationships with controls vendors, integrators, building operators, engineering firms and certification providers.
- Brings field partner-quality accountability for integrated hardware and software; channel programme design alone is insufficient.
- Will not certify a live partner or issue safety, cybersecurity or statutory conclusions through this consulting mandate.
