A mixed merchant fleet needs a five-month decision architecture for overdue planned maintenance that distinguishes safe deferral, voyage opportunity and hidden cumulative equipment risk across ships.

The mandate

Overdue maintenance has grown, but item counts cannot distinguish harmless administrative lateness from interacting defects, unavailable spares, crew workload and work deferred toward dry dock without approval. Superintendents use different criticality, and planned port opportunities are missed because chartering learns too late. The defined problem is a common decision architecture for backlog and deferral, not maintenance-system replacement, technical survey or execution of repairs.

The deliverable is a maintenance-backlog decision book containing equipment criticality, evidence states, deferral criteria, cumulative-risk rules, voyage and port opportunities, spares readiness, escalation and closure tests. Twenty vessel cases and eight live reviews form the casebook. Repair management, class approval, procurement, crewing change, dry-dock planning and software configuration are excluded.

The five milestones are tied to increasingly difficult backlog decisions. Week three closes reconciliation of the fleet population and twenty source cases. The criticality and deferral states are accepted at week seven. Four vessel reviews provide the week-twelve pilot; four different reviews plus a cumulative-risk simulation provide the week-sixteen challenge. At month five, the council decides the complete maintenance-backlog book, controls, training cases and 90-day backlog as a single handover package.

Acceptance requires chief engineers, superintendents and technical leaders to classify all eight pilots consistently and identify evidence, operating limitation, spare, work opportunity, authority and closure test. The method must expose interacting overdue items rather than rank only by age. The council accepts when class confirms its boundary, Internal Audit can reproduce samples and permanent teams run two review cycles unaided.

The client will provide maintenance systems, defect lists, operating hours, maker guidance, class conditions, spares, requisitions, crew workloads, voyage plans, port calls, dry-dock scopes, failures and off-hire evidence. It will nominate technical and marine sponsors, secure vessel access and obtain class or maker decisions where required. Management, masters, chief engineers and class retain all technical and statutory authority.

Ship teams know equipment, superintendents defend their vessels and procurement sees parts, while central dashboards flatten different risk into overdue counts. A neutral fleet operator can build comparable decision evidence without managing repairs or selling a maintenance system. External challenge also makes inconsistent deferral visible before it becomes a performance assessment.

What you will own

  • Reconcile overdue, deferred, duplicate, closed and unrecorded maintenance populations across all 58 vessels.
  • Define equipment criticality and evidence states using function, redundancy, failure mode, duty and operating consequence.
  • Design deferral rules with limitation, compensating action, owner, authority, expiry and unambiguous closure test.
  • Expose cumulative risk where individually tolerable items share equipment, redundancy, crew or voyage dependency.
  • Pilot eight vessel reviews and identify port, voyage, spare and labour opportunities for accountable owners.
  • Preserve master, chief engineer, class and maker authority without using their involvement to delay internal decisions.
  • Deliver the accepted decision book, case library, training, controls and funded 90-day adoption backlog.

Candidate qualifications

  • Led technical maintenance governance across a mixed merchant fleet and several shipmanagers or vessel classes.
  • Has reduced overdue work after separating administrative lateness, safe deferral and cumulative equipment risk.
  • Understands planned maintenance, defects, redundancy, spares, crew workload, voyage opportunity and class conditions.
  • Can build decision architecture without offering repair management, class approval or software implementation.
  • Piloted fleet reviews aboard live vessels and reconciled chief-engineer evidence with shore systems.
  • Delivered a method operated by permanent technical teams through multiple monthly cycles, including disputed deferrals and manager-specific backlogs.
