Port-Community Disruption Playbook Director

The mandate

Each port participant has an emergency plan, but restoration fails at the interfaces: vessel order is changed without terminal and pilot capacity, customs releases cargo into closed gates, utilities recover without equipment-start sequence and truck queues form before safe yard capacity exists. The defined problem is a shared decision and restoration playbook for compound disruption, not replacement of agency plans or a new port-community technology platform.

The deliverable is a disruption playbook covering six scenarios through protected outcomes, minimum service states, decision authority, information fallback, vessel and cargo priority, landside metering, restoration sequence and exit criteria. It includes 32 decision cards, a stakeholder directory, manual evidence pack, four tabletop and two live exercises. Cyber forensics, industrial negotiation, statutory policy and system implementation are excluded.

Progress is measured by exercised restoration, not documents issued. Week three concludes when participant plans and shared dependencies reconcile. At week eight, the council decides the minimum service states and receives all 32 decision cards. Two tabletop exercises must expose and close design faults before the week-thirteen milestone. Week nineteen combines two further tabletops with two live operational exercises. The month-six milestone is acceptance of the corrected playbook, the owned lesson record and a 120-day closure backlog.

Acceptance requires all participants to restore three representative vessel-and-cargo flows without inventing authority, capacity or a working digital channel. Each exercise must produce consistent traffic, terminal, customs and landside decisions inside agreed clocks and close lessons to named owners. The council accepts when agencies sign their boundaries, two manual fallback records reconcile after system restoration and permanent community coordinators can lead unaided.

The client will provide emergency plans, port-call and cargo data, authority maps, terminal and landside capacities, utility dependencies, contact trees, labour protocols, security constraints and prior incident logs. It will nominate empowered owners from every participant, secure exercise attendance and decide policy conflicts within five business days. Each organisation retains statutory, commercial, labour and live operating authority.

Why this is external work

No participant can author a shared playbook without appearing to claim authority over another organisation. Previous exercises validated agency plans rather than restored an end-to-end cargo journey. Independent port operations expertise can hold the interfaces neutrally and leave every legal and commercial duty where it belongs.

What you will own

• Reconcile emergency plans and expose shared dependencies across traffic, terminals, agencies, utilities, labour and landside flow.
• Define minimum port service states and protected outcomes for six distinct compound disruption scenarios.
• Design 32 decision cards naming evidence, authority, consultation, clock, record, restoration trigger and exit condition.
• Build manual information and evidence fallback that later reconciles without creating a permanent parallel system.
• Run four tabletop and two live exercises through representative vessel, customs, yard, rail and truck journeys.
• Record invented authority, capacity, communications, priority and recovery assumptions to named institutional owners.
• Deliver the accepted playbook, exercise record, stakeholder directory and funded 120-day closure backlog.

Candidate qualifications

• Led multi-organisation port recovery across terminals, nautical services, border agencies and landside operators.
• Has restored end-to-end cargo flow after weather, labour, utility, security or systems disruption.
• Understands where harbour, customs, terminal, employer, carrier and public-authority decisions cannot be merged.
• Can design manual fallback without treating informal messaging as a durable second operating system.
• Facilitated exercises that forced live capacity and priority choices rather than rehearsed presentations.
• Delivered a community playbook governed after the independent facilitator departed through one unplanned multi-node interruption.

Non-negotiables

• Can lead all six Colombo tabletop and live exercises within the six-month window.
• Will remain independent of terminal, carrier, platform, security, labour and consultancy vendors.
• Accepts every participant’s statutory, commercial, labour and live operating authority.
• Brings compound port-community restoration; business-continuity documentation alone is insufficient.
