A Dubai infrastructure contractor commissions a five-month engagement to control cross-border assignment decisions, worker readiness and employer obligations across concurrent, time-critical international megaproject workforce mobilisations.
The mandate
Project teams mobilise specialists before host payroll, work permission, medical clearance, security, tax and family support are aligned. Assignment letters vary by region, business visitors drift into productive work, and demobilisation leaves open housing, payroll and access obligations. Existing mobility policy assumes predictable corporate transfers rather than rapid, risk-tiered project deployment into changing environments.
The engagement deliverable is a Project Mobility Operating Model covering request, role necessity, worker and location risk, assignment route, approval, readiness, deployment, change, emergency movement, extension, demobilisation and closure. It will define evidence and accountable hand-offs without turning People Operations into legal, tax, security or medical advisers.
Milestone one at week three accepts mobility populations and consequence-ranked failure modes. Week seven closes route taxonomy, readiness gates and decision rights; week twelve completes five country journeys. A live mobilisation shadow, disrupted-assignment simulation, accepted playbooks, service measures and implementation backlog complete milestones four and five by week twenty-two.
Acceptance requires project leaders to route twelve unseen movements correctly, authorised specialists to confirm their own legal, tax, security and health decisions, and People Operations to prevent deployment until critical evidence is complete. The Chief People Officer signs only after client teams demobilise a simulated project cancellation without orphaned worker, payroll, accommodation or access obligations.
The client will provide project workforce plans, assignment types, worker populations, country rules obtained from authorised advisers, provider contracts, payroll routes, security protocols, medical requirements, travel data, employee feedback, incidents and named owners. The consultant does not give immigration, tax, legal, medical or security advice, select individuals, negotiate allowances or operate relocation services.

Mobility spans expert domains and vendors that each approve one part of readiness, while project urgency encourages managers to treat deployment as travel booking. Independent operating-model design can create end-to-end accountability and stop conditions without interpreting country law, prescribing tax positions or making worker assignment decisions.

- Segment commuter, business visitor, short assignment, rotation, transfer, remote and emergency-movement routes by risk.
- Map request, worker choice, approval, legal, tax, payroll, health, security, travel and family-support evidence.
- Define readiness gates, exception authority, expiry, revalidation, extension and non-deployment rules by route.
- Design change control for project delay, location escalation, family event, role shift and early demobilisation.
- Reconcile worker, payroll, access, accommodation, provider and project states through assignment closure.
- Rehearse a denied permit, security evacuation, medical restriction, project cancellation and stranded dependent.
- Deliver route maps, decision rights, readiness controls, disrupted-movement playbooks, service measures and implementation priorities with accountable regional owners.
