A residential asset owner needs an operating architecture for envelope and heat retrofits across occupied buildings where surveys, tenant access, design change and quality evidence repeatedly diverge.
The mandate
Portfolio retrofit plans assume standard building types, but opening surveys expose moisture, fire, services and resident-access conditions that redesign packages after procurement. Contractors measure work complete, residents report unresolved damage, and energy models are not linked to commissioning and use. The defined problem is to create one occupied-building delivery model that controls uncertainty from survey through resident acceptance without treating people’s homes as vacant construction sites.
The principal deliverable is an Occupied-Building Retrofit Delivery Architecture covering portfolio screening, intrusive survey, resident engagement and consent, design freeze, safety interface, procurement package, access planning, temporary protection, work sequencing, change control, quality hold points, commissioning, defect remedy, resident handover and performance learning. It will include building archetypes, decision rights, evidence gates, contingency rules, contractor responsibilities, resident safeguards and a costed transition plan.
Five milestones govern six months. By week four, milestone one reconstructs ten building journeys. Week nine delivers archetypes and uncertainty economics. Week fourteen provides alternative delivery and contract models. Week twenty completes simulations for refused access, hidden defect, vulnerable resident, weather breach and design change. At week twenty-four, the final milestone supplies the accepted architecture, ten building dispositions, procurement schedule, capability plan and implementation backlog.
Acceptance rests with the chief operating officer and Asset Investment Committee, with qualified building-safety and design professionals retaining judgments. Work is accepted only when two delivery teams can run five unseen scenarios through named authority; resident, contractor and asset evidence reconcile; quality hold points are reproducible; and every building has a funded uncertainty position. Forecast energy benefit must remain separate from commissioned and measured performance.
The client provides surveys, building records, resident research permissions, designs, work orders, quality and defect evidence, contracts, energy models, complaints and controlled site access. Consultants will not inspect homes independently, approve designs, certify safety, direct contractors, determine resident rights or validate savings. Detailed design, procurement award, legal consultation and live delivery are excluded; specialist conclusions remain attributable.

- Has designed occupied-building retrofit, remediation or comparable resident-intensive capital delivery models under safety, access, weather, heritage interfaces, hidden conditions and vulnerable-resident constraints.
- Can evidence a programme changed after hidden conditions and resident access were measured honestly.
- Understands building surveys, design, fire and moisture interfaces, sequencing, quality, commissioning and defects.
- Has protected resident voice while preserving professional and landlord decision boundaries.
- Can distinguish physical completion, quality acceptance, resident handover and measured performance.
- Has led building laboratories that contractors and asset teams later repeated independently.
