A rail-technology manufacturer needs a ten-month board adviser to test whether its Pune GCC can inherit software-quality authority while independent safety assurance and product approval remain properly separate.

The mandate

Pune engineering now performs verification and defect analysis for several rail-control releases, but European quality leaders still decide whether evidence supports closure, regression scope or release recommendation. Safety assurance is sometimes invoked for routine quality calls, blurring valuable independence with retained operational control. The board wants evidence that quality judgment can transfer before it approves further programme concentration.

The adviser will follow ten monthly quality cases, dedicating two working days to evidence review and challenge in each cycle. Four safety-and-engineering committee sessions and four programme, supplier or assurance reviews sit alongside that case cadence. Rather than answer continuous operational queries, the adviser records recurring boundary failures for the next chaired challenge unless immediate safety escalation is required.

The term is fixed at ten months and ends after directors disposition the final quality-authority map. Renewal is not automatic; any later release assurance must identify a new programme scope, confirm independence and receive a separate board appointment. Delayed supplier evidence may cause a case to be replaced, but it does not extend the advisory calendar.

The role holds no line authority and accepts no executive responsibility for software delivery, quality release, independent safety assessment, programme schedule, supplier control or hiring. Management owns quality operations, independent assessors retain their challenge and authorised product officers approve release. The adviser can recommend pausing a transfer but cannot close a defect or sign assurance evidence.

A conflict can arise from current service to rail operators, signalling competitors, assessment bodies, software suppliers, test-tool providers or engineering partners appearing in the evidence. Such interests and prior authorship of disputed assurance work must be disclosed before case access. Referral fees and compensation tied to transfer approval or release outcome are prohibited.

Source quality leaders evaluate a transfer that changes their own remit, while independent assessors risk becoming the default owner of routine uncertainty. Pune teams can execute tests but lack equivalent standing in defect-disposition forums. An external rail engineering leader can test quality authority without weakening formal safety independence.

  • Shape board measures around escaped defects, reopened findings, decision latency, evidence quality and successor depth.
  • Frame programme waves to transfer, defer or redesign with stated dependencies and independent-assurance boundaries.

Candidate qualifications

  • Held senior software-quality authority for rail signalling, control systems or comparable safety-critical embedded products.
  • Transferred defect and verification judgment into an India engineering centre while preserving independent safety assurance.
  • Challenged regression or closure evidence during ambiguous configuration, interface and supplier-originated failures.
  • Distinguished authorised product release, engineering quality, programme accountability and independent assessment responsibilities.
  • Built Pune or India quality leaders credible with assessors, chief engineers, operators and global programme directors.
  • Advised board committees independently of rail suppliers, test vendors, engineering partners and assurance bodies.

Non-negotiables

  • Can complete four committee sessions and four programme, supplier or assurance reviews within ten months.
