The mandate

This four-month project will define and pilot convergence of selected finance services across the United Kingdom and Ireland. No employer scale, sector, systems or service-provider identity is published. The aim is a controlled service design with explicit retained ownership, not indiscriminate standardisation.

Four dated milestones govern work: evidence and variation baseline by 30 October 2026; selected service design by 4 December; live pilot results by 15 January 2027; and final handbook by 26 February. The Group Chief Financial Officer accepts artifacts against traceability, control preservation, owner clarity and pilot performance.

The director will test which differences reflect obligation, operating value or inherited preference. The selected design must specify service promise, process-owner interface, controller responsibility, exception route, economics and exit conditions. Pilot evidence must include retained work and rework, not only provider measures.

The first pilot cycle will expose where instructions, data and ownership fail under normal volume; the second will test corrections at a demanding reporting point. Acceptance will consider first-time-right output, local intervention, unresolved exceptions, reviewer effort and whether control evidence is reproducible without consulting assistance.

Management provides authorised process evidence, control requirements, cost views and participants. The director can recommend design and coordinate the pilot but cannot make policy, personnel, provider, access or permanent implementation decisions.

Final acceptance requires two representative cycles, named permanent owners and a residual-variation ledger. Wider rollout, technology build and commercial negotiation are excluded.

The handbook will state service entry conditions, demand rules, control responsibilities, measure definitions, dispute escalation and evidence needed to withdraw an exception. It will quantify retained country roles and peak-cycle coverage. Economic benefit is accepted only when both service and retained teams agree the perimeter and pilots demonstrate it.

The final workshop will be run by the named permanent service and country owners. They must interpret pilot evidence, resolve a disputed measure and decide whether a remaining variation stays, expires or enters remediation. Successful independent operation is part of artifact acceptance, not optional training.

The consulting director will then issue a concise acceptance memorandum recording the decision, supporting evidence and any condition management chose to carry. That memorandum closes ambiguity between successful design and approved residual risk.
