A liner operator needs a four-month decision architecture reducing avoidable restows, late hazardous-cargo conflicts and crane interference while preserving stability, port sequence and shipmaster authority.
The mandate
Planning teams meet stability and segregation requirements, yet avoidable restows and late plan revisions continue because cargo certainty, port rotation, reefer plugs, hazardous declarations, crane sequence and weight evidence arrive on different clocks. Local planners protect immediate utilisation while downstream terminals absorb complexity. The defined problem is a transparent exception-and-decision architecture across the voyage, not replacement of stowage software or interference with shipboard approval.
The deliverable is a stowage decision book containing controlled planning states, minimum cargo evidence, exception categories, restow economics, downstream-impact rules, dangerous-goods escalation, master-review points and learning measures. Sixteen historic voyages and six live port exchanges form the case library. Software configuration, stability calculation certification, charter-party advice and terminal crane-planning implementation are excluded.
Four gated milestones structure the stowage assignment. The first, in week three, is a signed reconciliation of sixteen cases and the clocks governing their evidence. By week seven, planning states, minimum inputs and exception rules must be ready for masters’ review. Six exchanges then supply the week-twelve pilot evidence and quantified downstream consequence. The month-four closure gate comprises the accepted decision book, controlled measures, training scenarios and a 90-day owner backlog.
Acceptance requires central planners, two regional desks, masters’ representatives and terminal planners to classify the same six cases consistently and identify identical authority, evidence and expiry. Pilot voyages must reduce avoidable restows without worsening dangerous-goods compliance, stability, crane interference or rolled cargo. The operations chief accepts when masters approve their review boundary, Internal Audit can reproduce measures and permanent planning leaders own the next quarter.
The client will provide bookings, verified weights, dangerous-goods declarations, port rotations, stability and stow files, plan revisions, reefer availability, crane sequences, restow invoices and cargo-roll evidence. It will nominate marine and network sponsors, provide six planners and controlled vessel access, and secure terminal participation. Masters retain final shipboard safety and stow acceptance; management retains commercial and network decisions.
Why this is external work
Central, regional, vessel and terminal planners each optimise a different time horizon and attribute restows to another party’s late information. The software supplier can configure rules but cannot adjudicate operating responsibility. Independent liner-planning expertise is needed to expose trade-offs and preserve master authority without selling a planning platform.
What you will own
- Reconstruct sixteen voyages from booking and verified weight through each plan revision, restow, roll and downstream exchange.
- Define planning states and minimum evidence by time horizon, cargo class, port sequence and vessel operating constraint.
- Classify exceptions by cause, authority, expiry, downstream consequence and whether additional utilisation justifies complexity.
- Quantify avoidable restow, crane interference, reefer, hazardous-cargo and cargo-roll effects without reducing safety to cost.
- Pilot six exchanges and record where late decisions preserve value versus displace work or risk downstream.
- Design master-review points that protect statutory authority without routing every commercial planning choice to the bridge.
- Deliver the accepted decision book, case library, measures, training scenarios and funded 90-day backlog.
Candidate qualifications
- Led container stowage planning across multiple services, terminals and large vessel classes.
- Has reduced avoidable restows while protecting stability, segregation, reefer, lashing and crane-productivity constraints.
- Understands booking, verified weight, dangerous goods, rotation, bay planning and master-review decision clocks.
- Can quantify downstream operational impact without assuming terminals, vessels and commercial desks share one objective or decision clock.
- Piloted planning rules on live voyages and reconciled system records with actual terminal exchange.
- Delivered a governed planning method owned confidently by permanent planners after external support ended.
