A Hamburg port needs a five-month operating design for repeatable shore-power connection, energisation, metering and disconnection across vessel classes without compromising berth work or departure readiness.

The mandate

Shore-power assets are installed at several Hamburg berths, but a nominally compatible vessel can still miss connection because its declaration, cable reach, connector position, voltage and frequency configuration, load expectation, earthing sequence or qualified personnel are not aligned with the terminal plan. Cargo and passenger work begins while energy teams are resolving prerequisites, and departure pressure compresses disconnection into an unsafe or poorly evidenced handback. Different parties record “available,” “connected” and “supplied” as if they were the same event. This work is bounded to repeatable berth connection operations; just-in-time arrival, berth queue optimisation and electrical-installation design are separate mandates.

The engagement deliverable is a Berth Shore-Power Connection Operating Book covering vessel compatibility evidence, pre-arrival declaration, berth and cable-management readiness, connection-team competence, electrical authority boundaries, isolation and earthing confirmation, connector handling, ship-shore communication, permission to energise, load ramp and stability, metering start, interruption response, permission to de-energise, cable recovery, berth release and records closure. It will include vessel-berth archetypes, readiness states, a responsibility matrix, stop-work and fallback paths, a connection control board and evidence definitions that distinguish availability, successful connection, delivered energy and avoided connection.

The fee unlocks through five operating proofs. Day 18 closes a study of fourteen connections and six avoided or failed attempts across container, cruise and ferry calls. Day 45 supplies compatibility and readiness archetypes plus one reconciled event language. Day 82 delivers the operating book, role cards and connection-window capacity model. Day 121 concludes four controlled rehearsals covering successful energisation, incompatible declaration, electrical trip and departure acceleration. At contractual close, the fifth milestone provides the accepted design, training cases, berth adoption order, open technical-dependency register and a client-run first-quarter assurance plan. A gate is not accepted merely because equipment successfully energised once.

The Port Chief Operating Officer accepts integration with berth and vessel work; the authorised Electrical Safety Council accepts role and evidence boundaries without delegating its technical accountabilities. Final acceptance requires two terminal teams and nominated ship engineers to plan six representative calls using the same compatibility state, authority sequence, connection window and fallback decision. Rehearsals must show that a trip or loss of ship readiness leads to safe, explicit action; meter start and stop reconcile to the authorised energy interval; and departure handback cannot be closed while cables, covers, access barriers or records remain outstanding. Performance measures must separate client-caused, vessel-caused, infrastructure and weather constraints.

The client port will supply berth and connection configurations, vessel declarations, interface and operating manuals, authorised technical interpretations, call records, alarms, meter data, maintenance status, incident files, staffing and competency records, energy arrangements and controlled observation access. Consultants will not perform switching, approve energisation, certify compliance, redesign high-voltage equipment, give electrical engineering opinions, set energy tariffs, instruct a master on arrival speed or procure cable systems. Live electrical and nautical authority stays with qualified officers. Capital upgrades, grid contracting and general port-call redesign are excluded; recorded technical gaps become owned dependencies rather than consultant assumptions.

Why this is external work

The port must connect terminal, vessel and energy-control work even though each party owns only part of the sequence and protects a different safety boundary. Equipment suppliers can validate their assets but are not neutral about operating limitations; terminals can optimise berth flow but cannot approve ship electrical conditions. An external operations architect can reconcile failed attempts, define handoffs without claiming technical authority and test whether the book works across vessel classes. The project ends with port-led rehearsals and owned technical exceptions.

What you will own

  • Reconstruct twenty shore-power attempts across vessel classes, linking declarations, berth readiness, cable configuration, authority sequence, energisation, energy interval, interruption and handback evidence.
  • Define vessel-berth archetypes by interface position, voltage, frequency, connector, cable reach, load profile, alongside work, staffing and departure constraint.
  • Design readiness states and decision rights among vessel engineers, terminal control, high-voltage specialists, cable crews, harbour operations, agents and energy control.
  • Establish a connection-window capacity model that includes preparation, barriers, cable movement, checks, load ramp, disconnection and recovery rather than energised hours alone.
  • Rehearse incompatible declaration, late vessel readiness, electrical trip, weather restriction, cargo conflict and accelerated departure with explicit safe fallback ownership.
  • Specify source-linked records for compatibility, isolation, earthing, connection, permission, meter boundaries, interruption, de-energisation, cable recovery and berth release.
  • Deliver the accepted operating book, role cards, training cases, adoption order, measures, open technical dependencies and client-run quarterly assurance plan.

Candidate qualifications

  • Has directed shore-side operating integration for vessel shore-power connections across more than one berth type or commercial vessel class.
  • Can evidence why an electrically equipped berth and compatible ship failed to connect because the operational sequence or resource window was incomplete.
  • Understands ship-shore interfaces, cable-management systems, isolation and earthing boundaries, energisation communication, load transfer, metering and safe disconnection.
  • Has coordinated terminal work and vessel departure pressure without taking switching authority or substituting operations design for qualified electrical judgement.
  • Can distinguish installed availability, declared compatibility, successful physical connection, delivered energy and completed berth handback in performance evidence.
  • Has left connection instructions and rehearsal cases that terminal teams and vessel engineers could execute without an equipment supplier or consultant present.

  • Can lead Hamburg berth observations and controlled rehearsals while respecting live electrical, terminal, vessel and harbour authority at every step.
  • Will not switch equipment, authorise energisation, certify compliance, design high-voltage systems, set tariffs or advise masters on navigation and speed.
