A Tokyo manufacturer commissions a five-month engagement to establish authoritative worker, position and organisation data across plants, affiliates and people platforms before global process standardisation.

The mandate

Worker, position, organisation, workplace and supervisor records differ across global HR, plant scheduling, payroll, identity and financial systems. Affiliates reuse identifiers, local reorganisations arrive after effective date, and contingent workers are attached to cost centres rather than accountable organisations. The technology programme cannot standardise processes while basic data meaning and lifecycle ownership remain contested.

The engagement deliverable is an HR Master Data Architecture defining entities, identifiers, attributes, effective dating, reference values, ownership, validation, change events, lineage, quality rules, exception handling and distribution. It must distinguish person from worker relationship, job from position, organisation from cost centre and physical site from legal work location across employment models. Historical and future-dated states must remain independently reproducible.

Milestone one at week four accepts source and meaning inventories; week eight approves canonical entities and ownership. Week thirteen closes lifecycle and quality rules; week eighteen completes two regional migration rehearsals. At week twenty-two, accepted specifications, reconciliation evidence, control catalogue, implementation priorities and trained data stewards complete the outputs.

Acceptance requires regional stewards to process twelve unseen worker and organisation events, downstream owners to reconcile effective states, and Privacy to confirm permitted attributes and access. The Global People Operations President signs only after a simulated plant reorganisation and affiliate transfer propagate without duplicate people, retroactive hierarchy damage or consultant mapping.

The client will provide data dictionaries, extracts, interfaces, organisation and legal-entity records, process maps, payroll calendars, identity rules, privacy classifications, quality reports, migration plans and named stewards. The consultant does not choose the core platform, configure production, decide organisation design, alter employment records, interpret labour law, process payroll or certify privacy compliance.

Why this is external work

Each system owner has a locally coherent definition, but enterprise truth depends on reconciling meanings and effective events across all of them. Independent architecture can arbitrate data semantics and ownership before implementation momentum hardens defects, without becoming platform integrator, organisation designer or record-processing operator.

What you will own

  • Define person, worker relationship, assignment, job, position, organisation, location and supervisor canonical entities with governed cardinality.
  • Establish durable identifiers, bi-temporal effective dating, source authority, stewardship ownership, validation and downstream publication rules.
  • Reconcile employee, trainee, expatriate, contractor, agency and board populations without collapsing legally significant relationship differences.
  • Govern hire, concurrent assignment, leave, transfer, reorganisation, supplier change, termination and rehire events.
  • Specify completeness, uniqueness, referential integrity, timeliness, validity and cross-system consistency measures.
  • Rehearse a plant reorganisation, retroactive transfer, duplicate person, concurrent role and legal-employer correction.
  • Deliver governed conceptual and logical models, dictionaries, lineage, controls, stewardship charters and migration backlog.

Non-negotiables

  • Can lead Tokyo design laboratories and two controlled regional cutover simulations within five months.
  • Brings multinational HR master-data architecture; generic data modelling without workforce lifecycle depth is insufficient.
  • Will disclose relationships with HR platforms, system integrators, payroll vendors and data-quality suppliers.
  • Will not configure production, change worker records, design organisations, interpret law or select the platform.
